Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context

Under the direct supervision of the Chief of Mission (CoM), the Programme Support Officer will play a central role in advancing IOM Cรดte dโ€™Ivoireโ€™s mission-wide programme development, donor liaison, reporting, monitoring & evaluation (M&E), external communications, and private sector engagement. The Programme Support Officer will ensure that all programme initiatives are results-driven, strategically aligned with national development priorities (PND 2021โ€“2025, Vision 2030), IOMโ€™s Strategic Vision, the Global Compact for Migration (GCM), and donor expectations.

The Programme Support Officer will also support the Missionโ€™s external communications by providing inputs for social media, newsletters, and donor visibility materials, and will contribute to implementing IOMโ€™s 2023โ€“2027 Private Sector Engagement Strategy by helping identify, develop, and steward partnerships with companies, foundations, and business associations to leverage the private sectorโ€™s role in safe, orderly, and regular migration in Cรดte dโ€™Ivoire.

1. Support the design and drafting of project proposals in close coordination with programme units, the CoM, and relevant stakeholders, ensuring coherence with donor priorities, IOM strategies, and government plans.

2. Identify, map, and facilitate engagement with potential funding sources (bilateral, multilateral, private sector, foundations) to diversify IOMโ€™s resource base.

3. Support the CoM in maintaining and strengthening relationships with donor counterparts and strategic partners and other key actors, by preparing talking points, concept notes, and briefs as required.

4. Facilitate IOMโ€™s contribution to inter-agency response plans and cooperation frameworks, ensuring that migration-related issues are adequately reflected.

5. Support mission-wide reporting processes, consolidating inputs from programme units into high-quality donor reports, situation reports, and mission/RO/HQ submissions.

6. Ensure that project results, lessons learned, and best practices are systematically documented and shared internally and with partners.

7. Maintain an updated pipeline of ongoing and upcoming projects, donor reporting schedules, and funding opportunities to support timely decision-making. Ensure IOM Cรดte dโ€™Ivoire project cycle is adequately recorded in PRIMA.

8. Strengthen Monitoring and Evaluation (M&E) systems and tools, ensuring that project indicators are SMART, aligned with IOMย Strategic Results Framework (SRF)ย and that data collection is harmonized across programmes.

9. Support programme managers in preparing evaluation reports, after-action reviews, and donor accountability reports, and follow up on implementation of recommendations. Undertake regular field monitoring visits to assess project implementation against work plans and baselines, providing recommendations for adaptive management.

10. Contribute to the development of mission strategies, contingency and preparedness plans, and thematic priorities (e.g., climate adaptation, regular pathways, peaceful transhumance).

11. Facilitate liaison with government counterparts, diplomatic missions, development agencies, private sector partners, and relevant coordination platforms, ensuring strong representation of IOM Cรดte dโ€™Ivoire when requested.

12. Support the organization of donor briefings, field visits, conferences, and workshops, ensuring high-quality documentation and visibility of IOMโ€™s work.

13. Provide technical support to programme and administrative units in preparing Grant Agreements (GAs), MoUs, Letters of Agreement (LoAs), and other partnership instruments.

14. Perform other duties as may be assigned by the CoM to support mission priorities.

Masterโ€™s degree in Law, International Relations, Political or Social Sciences, International Development, International Science or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.

Experience

Experience in resource mobilization and project life cycle;Experience in monitoring and evaluation;Experience in Inter-Agency coordination mechanism (United Nations Country Team (UNCT)/Humanitarian Country Team (HCT));Experience with UN and International Agencies, international or local NGOs preferred; and,Work experience in the Region is an advantage.

Skills

Excellent knowledge of donor funding mechanisms;Familiarity with Results-Based Management (RBM), IOM SRF and M&E frameworks;Knowledge and experience in working with PRIMA is an advantage;Sound writing, communication and negotiation skills;Excellent organization skills, analytical and creative thinking; and,Strong interpersonal skills and ability to work effectively in multi-cultural teams.

Languages

IOMโ€™s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).

Working knowledge of either a local language and/or Spanish is an advantage.
