Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM)/Sub-Regional Coordinator for Fiji Country Office with Coordination Function (COCF), and direct supervision of the Project Development Officer (PDO) in Fiji, and in collaboration with Heads of Office, Project Managers and Project teams in the Pacific country offices under the Sub-Region, and relevant thematic specialist in the Regional Office in Bangkok, the Programme Support Officer will perform the following duties:ย
Contribute to the development of results-based programmes and projects, concept notes and project proposals, in close coordination with the CoM, Project Managers, UNCT, relevant donors, government counterparts and project partners, by providing technical inputs and support that responds to emerging trends and priorities and that are in compliance with IOM and donor interests and requirements.ย Review resource requirements, document programmatic needs, gaps and opportunities.ย Contribute to the alignment to IOM global, regional and country strategies during project development by providing technical guidance and information and encourage the use of Strategic Results Framework (SRF) global results and indicators.Coordinate the endorsement process for concept notes and project proposals. Provide technical information and process related support to the Project Managers in drafting donor reports, when required, in close coordination with relevant units in the CO and RO in line with IOM policies, standards and internal procedures.Research potential and realistic funding opportunities among government and non-government donors, review calls for proposals and collect donor information. Draft donor profiles and guidance notes on donor priorities and assist with developing approaches to expand the IOM donor base.As assigned, coordinate and supervise the implementation of IOM projects in the Pacific region, where IOM has limited staffing capacity, including for new and smaller missions. Check adherence to work plans, monitor budgets and expenditures, as well as the administrative and technical aspects of the projects, in line with IOMโs policies and practices as well as donor requirements.Maintain effective working relationships with donor counterparts and project/programme partners, such as government authorities, diplomatic missions, and other relevant agencies and working groups.In close coordination with relevant Units in the CO, draft visibility and other resource mobilization materials and organize donor briefings and visits.In close coordination with the CoM/Sub-Regional Coordinator and PDO in Fiji, participate in conferences, workshops, steering committees, and technical working groups, as well as other forums to provide project related information, facilitate coordination, and assist in presenting IOM activities.Support capacity building and training activities in the field of programme development, donor and institutional reporting and the roll-out of the SRF for COโs staff through participation in workshops and seminars.Coordinate and share IOMโs inputs for internal and external processes and information requests from Headquarters, the Regional Office (RO), IOM COs, and external partners, such as donors, government, UN agencies, and implementing partners.In support of knowledge management, maintain accurate, updated and pertinent records of all correspondences, project development and donor and institutional reporting files, and related information in IOMโs relevant software application.Undertake duty travel relating to project/programme assessment, liaison with counterparts, information sharing, technical guidance, and supporting new project/programme development, as required.Perform such other duties as may be assigned.Required Qualifications and Experience
Education
Masterโs degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.ยExperience
Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector;ย Confirmed experience in donor report writing in humanitarian and/or development settings;ย Experience with Results Based Management approach and other strategic planning approaches; and,Work experience in donor relations and grant management for specific donors of IOMโs interest.Skills

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish) and/or Pacific languageย is an advantage.
