Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women supports Member States in setting and implementing global standards for achieving gender equality and coordinates gender-related work within the United Nations. UN Women's Strategic Plan 2026-2029 focusesย on integrated approaches with three systemic outcomes (Norms, laws, and policies; Accountable institutions and Womenโ€™s agency and access to resources) to address the root causes of inequality and affect broader systems change, across four impact areas: Womenโ€™s leadership and decision-making; Womenโ€™s economic empowerment; Ending violence against women and girls; and Women, peace and security, and humanitarian action.

In the area of women's economic empowerment, UN Women works to transform economic systems so that all women and girls enjoy income security, agency, decent work, and full economic autonomy, with equal access to resources, assets, and decision-making power. In line with the global UN Women's Strategic Plan 2026-2029 and the Country Strategic Note, UN Women Liberia Country Office contributes to the global corporate mandate to make the vision of Sustainable Development Goals and economic justice a reality for women and girls. Its main objective is to promote womenโ€™s human rights and gender equality, which are key in sustaining and furthering achievements in stability and development. In this regard, theย  UN Women Liberia Country Office partners with a wide range of stakeholders, including governments, the United Nations system, civil society, women's and youth organizations, and the private sector in promoting (a) women's access to jobs and finance in the green economy; (b)ย  women's entrepreneurship and access to trade opportunities; (c) improving women's income security and social protection and access to care solutions (d) formulating and implementing gender-responsive economic policies and programmes such gender-responsive budgeting.

The Liberia Country Office of UN Women will engage a Programme Analyst to work on Womenโ€™s Economic Empowerment and Gender-Responsive Budgeting. The Programme Analyst will have a technical reporting line to the Senior Advisor on Womenโ€™s Economic Empowerment based in Dakar, Senegal and day-to-day reporting to the Programme Manager overseeing the work stream on Human Capital Development in the Liberia Office. The Progamme Analyst will support development, planning, implementing, and managing UN Women interventions on Women Economic Empowerment and Gender Responsive Budgeting. S/he works in close collaboration with the West and Central Africa Regional Office, other UN Women country offices, as well as UN Womenโ€™s program and operations teams in the Liberia Country Office and its implementing partners, Government Officials, multi and bilateral donors and civil society. II. Scope of Work

Provide substantive technical support to the implementation and management of the Womenโ€™s Economic Empowerment Programme Support formulation of strategies to scale up reform on key areas such as the care economy, womenโ€™s participation in the green economy, womenโ€™s entrepreneurship, women and digital transformation, and identify entry points and needs for future work across relevant areas to achieve GEWE in the country; Introduce innovative and cutting-edge approaches to enhance UN Womenโ€™s normative, coordination, and programmatic work in Liberia; Support formulation of the annual workplan and budget, and manage their implementation in the context of UN Womenโ€™s Strategicย 2026-2029 and the Country Strategic Plan; Manage the technical implementation of the programme/project; ensure synergies with other teams; Review, coordinate and monitor submission of implementing partner financial and narrative reports; Develop training tools and modules and deliver capacity-building activities for key stakeholders (Government counterparts, Parliament, municipalities, civil society, academia, etc.) to advance the GEWE agenda in the country; Provide substantive technical and policy support to the country office and UN Country Teams in developing and strengthening programmes to support the implementation of GEWE global norms and standards; Proactively contribute to regional and global knowledge networks and communities of practice.

ย  ย  ย  2. ย Provide substantive technical support to UN Womenโ€™s work on Gender-Responsive Budgeting (GRB)

Provide technical expertise and strategic guidance to theย Ministry of Finance/ Economy/ Budget (MoF/MoE/MOB), the Ministry of Gender, and other relevant line ministries on integrating gender analysis into national and sectoral planning, policy, and budgetary processes; Provide technical support to the Central Bank of Liberia on gender-responsive budgeting and integration of gender into financial regulations; Lead capacity-building sessions for UN Women partners and relevant stakeholders (MOF/MOE/MOB; members of parliaments; others) on gender-responsive planning and inclusive budgeting in public investment, budget planning, and decision-making processes; Explore opportunities for Green Budgeting (Green Budgeting is the integration of a climate-friendly perspective into PFM practices, systems, and frameworks.) and for integrating a gender and green perspective into their national budget processes; Articulate the relevance of unpaid care workย to budgets and opportunities for leveraging GRB for Transformative care-led strategies and greater investments in social services; Developย GRBย strategiesย forย localย governmentsย toย supportย decentralizationย andย SDGย localization.

ย  ย  ย  3. Provide substantive technical support to UN Womenโ€™s work on gender-responsive macroeconomic policyย 

Provide technical advice to Ministries of Finance and Development Planning, Gender, Commerce, legislators, local authorities, civil society, and womenโ€™s networks to formulate, implement, and monitor gender-responsive economic reform; Design/ convene/ participate in various thematic dialogues, consultations, expert groups, and multi-stakeholder meetings/workshops on policy debates on relevant issues for knowledge building and public advocacy related to gender and economic policy; Strengthen UN Womenโ€™s normative and coordination role through strategic engagement in economic policy debates; Contribute to the work of the UN Women West and Central Africa Feminist Economists Taskforce.

ย  ย  ย  4. Resource Mobilization and partnerships for womenโ€™s economic empowerment

Provide support to the country office's resource mobilization efforts for the Womenโ€™s Economic Empowerment agenda; Provide support in formulating strategies, concept notes, and project documents to scale up reform across the following key areas: i) care economy, ii) womenโ€™s participation in the green economy, iii) women's entrepreneurship and access to trade opportunities, iv) innovating financing for GEWE and other relevant areas of economic policy to achieve GEWE in the country; Identify new and existing forms of financing mechanisms to ensure continued financing for gender-related priorities; Identify, develop, and manage the diverse range of partnerships that UN Women needs to support its work on womenโ€™s economic empowerment, including for resource mobilization.

ย  ย  ย  5. Manage advocacy, knowledge building and communication efforts

Develop and review background documents, briefs and presentations related to the WEE and GRB areas;ย  Represent UN Women in meetings and policy dialogues on issues related to WEE and GRB areas as necessary; Develop advocacy strategies and oversee their implementation; Identify best practices and lessons learned to guide programme improvement and strategy planning; and Develop knowledge management strategies, products and methodologies on WEE and GRB.

Experience coordinating and liaising with government agencies and/or donors is desirable. Experience working in the UN System is desirable.
