Job Summary:

As Program Manager, you will provide overall leadership of the development of a Preparedness Plan for Food and Nutrition Security Crisis (“FNS Plan”) for Sudan under the World Bank-funded Thabat – Enhancing Community Resilience Project. You will be responsible for the overall coordination and management of FNS Plan development, including ensuring a high-quality design and development process and final product, with appropriate buy-in and inputs from a wide variety of stakeholders working in Sudan. You will be familiar and work closely with existing food security and nutrition data systems; humanitarian and development food security and nutrition implementers and coordination bodies; donors; appropriate government authorities; and other relevant actors in Sudan. You will be responsible for administrative elements of FNS Plan development. You will be responsible for ensuring that project results are achieved on time and on budget, including strategies for sustainability and phasing over to appropriate actors as appropriate, and that the budget is utilized as planned. You will work with the Sudan team to proactively manage security and mitigate security risks. Your management skills and knowledge will ensure that the FNS plan team delivers a high-quality plan

Roles and Key Responsibilities:

Lead the development and phase-over to implementation of Sudan’s FNS Plan.  Provide oversight for all aspects of FNS Plan quality, program management, representation, and human resources. Serve as the primary point of contact for the World Bank as well as public, private and non-government stakeholders for the FNS Plan. Ensure FNS Plan’s objectives are accomplished with quality per industry, agency, and donor standards Serve as the lead writer of the FNS Plan. Coordinate and manage relationships with partner and peer organizations. Ensure buy-in and participation from a variety of stakeholders across the humanitarian and development communities, including relevant coordination bodies (Food Security and Nutrition clusters or other coordination forums); data collection and management efforts (like from FEWSNET, IPC, UN, clusters, development actors, and government bodies); and government authorities. Discuss and agree appropriate roles for participating stakeholders. Manage critical and sensitive relationships with Sudanese and international actors across humanitarian and development spaces. Refine the FNS plan development process, objectives, and results as appropriate, in collaboration with World Bank and appropriate stakeholders, and ensure quality through start-up and quarterly activity planning and budget forecasts. Lead quarterly technical review of implementation plans.  Address and rectify any quality issues immediately. Supervise and manage the Deputy FNS Plan Coordinator(s) and the Data Lead(s); Coordinate sub-teams without direct line management. Create and effectively manage appropriate teams (Steering Group and relevant sub-teams). Effectively manage CRS staff, external staff, and consultants who are taking part in or contributing to FSPP development through Steering Group membership or sub-teams.  Manage team dynamics. Strategically tailor TORs and workplans for relevant FNS plan Steering Group and sub-teams as appropriate, including paid technical consultants and staff external to CRS. Manage CRS and other technical assistance as needed. Work with and oversee the Data Lead to ensure that the data systems and final data component  align as appropriate with the Joint Monitoring Report structure and meet high technical and other quality standards.  Coordinate with M&E department to oversee the design and implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes. Secure necessary approvals for all tools and data collection efforts from appropriate authorities. Work with the CRS Sudan team to manage and mitigate security and other risks. Ensure, manage and monitor compliance with applicable local laws. Represent the FNS plan process and working team with World Bank, implementing partners meetings, INGO working groups, relevant local partners and key stakeholders and other relevant stakeholders in and outside of Sudan. Coordinate with the Thabat team to ensure compliance with World Bank regulations and regularly review budget, finance and administration, and reporting to the World Bank. Create and maintain proper conditions for learning. Establish a safe environment for sharing ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Knowledge, Skills and Abilities

MEAL skills and experience required. Staff management experience and abilities that are conducive to a learning environment. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems. Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID. Demonstrated ability to write high quality technical proposals. Experience engaging with partner organizations Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship. Good presentation and facilitation skills Proactive, resourceful, solutions-oriented and results-oriented

Preferred Qualifications

Master's Degree  Experience in an international NGO an advantage Experience coordinating diverse, technical humanitarian or development forums or networks, or relevant efforts. Familiarity with World Bank protocols an advantage

Required Languages - English required.  Arabic a plus. 

Travel - Must be willing and able to travel to Sudan (both Eastern Sudan and Darfur) and/ or Nairobi, plus internal travel in Sudan, up to 50%. 

 

Supervisory Responsibilities: Deputy Coordinator(s); Data Lead; Coordination of other staff without direct line management.

Basic Qualifications

Bachelor’s Degree in International Development, International Relations, food security, nutrition, agriculture, or related field required. Additional experience may substitute for some education. Minimum of 8 years' experience in relevant field-based project management experience required, with preferably at least 3 years managing large scale humanitarian or development grants, preferably focusing on food or nutrition security. Experience in managing moderately complex projects. Current or prior experience working in or in support of Sudan.
