The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

CHAI is recruiting a Program Manager to join the Global Safety & Security team. This role will oversee safety and security programs across CHAI program countries, lead crisis and incident response, and build in-country capacity through training and risk assessments. The ideal candidate will bring 5โ€“7 years of international safety & security experience and a strong track record of working with diverse teams in complex environments.

This role is flexible to be based in any of the CHAI program countries in Southeast Asia and the Pacific Region, subject to country leadership approval and/or the ability to obtain work authorisation.

Responsibilities

1. Safety & Security Program Management (40%)

Serve as the primary S&S focal point for CHAI program countries in SEAP and for new country expansion effortsMonitor and strengthen compliance with CHAIโ€™s global safety and security policies and guidelinesDevelop, update, and implement S&S frameworks, SOPs, risk assessment tools, and policiesPrepare quarterly and annual S&S reports and presentations for internal stakeholdersManage global safety & security insurance coverage and duty of care programsSupport the rollout and implementation of global safety, security, and operations initiatives

2. Crisis & Incident Response (20%)

Track and respond to security and medical incidents, ensuring timely escalation and coordinationProvide direct support to country teams during crises and security eventsServe on the duty officer rotation, responding to after-hours incidents as neededMonitor regional threats and emerging risks; coordinate response with Security Point Persons (SPPs)Share timely security updates with relevant CHAI teams and stakeholders

3. Country Capacity Building & Training (15%)

Conduct in-country risk assessments and security evaluationsDesign and deliver security trainings and onboarding briefings to new and existing staffIdentify capacity-building needs and tailor support through virtual and in-person sessionsFacilitate regular check-ins with in-country Security Point Persons to promote coordination and shared learning

4. Partner & Leadership Engagement (10%)

Serve as liaison with CHAIโ€™s medical and security providers, peer INGOs, government actors, and private sector partnersAdvise country leadership and CHAI senior leadership on safety and security risks, incidents, and mitigation strategiesRepresent the Global S&S team in interdepartmental meetings and external security forums

5. Global Operations Support (15%)

Collaborate with the Global Operations team to ensure safety and security priorities are integrated into broader operational planningSupport the coordination and execution of global and regional operations events and initiativesDrive adoption of Global Operations tools and systems in the SEAP region, including policy rollouts and knowledge management platforms

Qualifications

Bachelorโ€™s degree or equivalent professional experience5โ€“7 years of experience supporting and managing colleagues from diverse cultural and professional backgrounds; experience in an international NGO, embassy, or multilateral organization strongly preferredPrior experience living and working in the Southeast Asia and Pacific region preferredProven ability to liaise effectively with diplomatic missions, international organizations, government agencies, and local authorities, including within security networksDemonstrated ability to remain composed under pressure and effectively manage staff emergencies in coordination with country teams and leadershipExceptional organizational skills, with strong attention to detail and the ability to manage competing prioritiesExcellent verbal and written communication skills, with a track record of building strong working relationshipsโ€”experience working remotely with distributed teams is a plusRelevant certifications in security management or project management are an advantageProficiency in Microsoft Office Suite, particularly Excel, PowerPoint, and WordStrong interpersonal and problem-solving skills, with the ability to build trust and navigate complex challenges.
