Organizational Setting and Reporting Relationship
The position of Procurement Specialist is assigned to the Procurement Division (PFP) within the Procurement, Portfolio, and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, PFP and will oversee junior team members.
Your Role
As a Procurement Specialist, you will complete a variety of tasks, covering all or a combination of the following responsibilities: (i) Undertake or help complete country procurement diagnostic assessments and assist governments in the design and implementation of activities to strengthen their country systems; (ii) conduct project procurement due diligence, and help develop procurement strategies and project implementation arrangements that are fit-for-purpose and will deliver value-for-money outcomes; (iii) advise on contract management issues in the procurement of goods, works and services, including those using the FIDIC (Federation Internationale des Ingenieurs-Conseil) suite of contracts; and (iv) develop knowledge products on procurement, participate in business outreach, and deliver training on procurement.
You will:
- Perform country, sector and project level procurement risk assessments and develop risk mitigation plans to address identified risks.
Qualifications
You will need:
University degree in in Business Administration, Economics, Engineering, Public Procurement, Public Policy, Law or other related fields; preferably at post-graduate level or its equivalent. At least 6 years' relevant experience in procurement, project management or other related area. Work experience in agriculture, energy, education, health, transport, and/or water and urban sectors is an advantage. International experience working in several countries. Proficiency in expressing ideas in both spoken and written formats in English. Familiarity with MDB procurement policies is preferred. Demonstrated experience leading projects and conducting knowledge sharing sessions. Please refer to the link for ADB Competency Framework for TI1.Benefits

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
