Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent plans and manages technically and legally complex procurement operations, ensuring efficient delivery and disposition of quality goods/services at maximum cost efficiency and in accordance with UN procurement policy and practices. Proposes innovative solutions to problems/conflicts which may arise. Interacts effectively with all parties involved in the procurement process. The incumbent at this level may manage the work of a Procurement Unit in entities that are small in terms of size, scope, programmes and operations. The temporary position is based in Port au Prince, Haiti and is located in the Procurement Section. The incumbent will report to the Chief of Section, Procurement, P-5 or designated officer. ResponsibilitiesWithin delegated authority, the Procurement Officer, P-4, may be responsible for the following duties: โ€ข Serves as a senior procurement and contracting expert with responsibility for the procurement of a wide variety of supplies and services associated with complex (technically and legally) contracts and procurement activities; โ€ข Provides technical advice on procurement activities to officials of substantive units during all phases of the procurement cycle; โ€ข Analyzes and evaluates procurement requests and ensures appropriateness of technical specifications; โ€ข Develops and prepares highly complex contracts for procurement of non-routine and technologically advanced commodities or services, particularly in the area of Engineering, Facilities Management and Construction; issues international tender invitations; evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts; within delegated authority, signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized limit, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official; โ€ข Develops tactical approaches to contracts, as well as methods for their application, based on market research; โ€ข Contributes to development of institutional procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.; โ€ข Maintains under constant examination production patterns in exporting countries; evaluates the productive capacities and performance of manufacturers to identify supply sources; โ€ข Conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts; โ€ข Provides direction and guidance to more junior staff. CompetenciesProfessionalism: Knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for highly complex and technologically advanced goods and services. Knowledge of contract law and expertise in handling complex procurement and contract issues. Knowledge of quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing. Ability to shape and influence agreements with requisitioning units and vendors. Ability to apply technical expertise to resolve a range of complex and/or sensitive issues/problems. Ability to develop procurement policies, procedures and new programmes. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationProfessional certification in supply chain such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or another equivalent is required. Work ExperienceA minimum of seven years of progressively responsible experience in procurement, contract management, contract administration or logistics and supply chain management or related area is required. A minimum of two consecutive years of experience within the last five years conducting international tender exercises to award contracts for procurement of complex goods and services is required. A minimum of two consecutive years of experience in conducting international tender exercises to award contracts for procurement in the area of Engineering, Facilities Management and Construction is required. Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system and/or working with e-tendering systems such as Ariba or similar system is desirable. Experience in managing a multicultural team at country or global level is desirable. Experience in the United Nations system or a comparable international organization is desirable. Experience in sourcing, cleaning and preparing data, selection and developing visualization/ metrics in procurement, and/ or supply chain management is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
