Through our partnership with Harvard Medical School and the Brigham and Womenโs Hospital, we support a wide range of programs in dozens of other countries around the world.
Our Work In Sierra Leone:
Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health centre and to referral hospitals.
Position Overview
The Sourcing team is responsible for a full spectrum of sourcing activities including requests for quotations, bid management and analysis, and purchase plan development. The Sourcing Officer plays an important role in supply chain optimization and will receive requests for procurement, prepare requests for quotation, communicate directly with suppliers and requestors, and will support additional strategic sourcing initiatives such as cost-saving identification, contract management, formulary and item master management, and vendor performance tracking. The Sourcing Officer will be responsible for vendor solicitation and management for a diverse range of goods and services including medication, medical and lab supplies, infrastructure, IT, fleet, and customs clearing and transportation. The Sourcing Officer must be detail oriented, organized, and proactive, with a service-oriented mindset and strong communication skills. The position is full time and reports to the Procurement and Logistics Manager
Essential Duties and Responsibilities:
- Submit Requests for Quotations, Requests for Information, and Requests for Proposals, ensuring that Partners In Health (PIH) product/service requirements are properly communicated to vendors.
- Analyze Requests for Quotations, Request for Information, and Request for Proposals using bid analysis template
- Create purchase orders in ERP system and confirm orders with vendors; ensure requesters are kept updated about order status
- Work with logistics colleagues and vendors to resolve discrepancies in received quantities and ensure inventory is accurate
- Manage invoices and paperwork with finance team; coordinate payment with suppliers
- Maintain vendor database with up to date information. Ensure new vendors are vetted according to PIH Procurement Policy and that proper documentation is collected.
- Research and evaluate vendorโs new and existing vendors on parameters such as price, quality, selection, service, support, availability, reliability, and production and distribution capabilities.
- Maintain up to date sourcing and contract data in PIHโs enterprise resource planning (ERP) system, Open Boxes.
- Identify opportunities for cost savings and formulate proposals. Track sourcing savings throughout the year.
- Support in identifying, negotiating, implementing, and tracking supplier contracts.
- Implement sourcing activities and process improvements in compliance with PIH procurement policies as well as funder requirements as applicable.
- Interface with other teams (clinical, finance) to ensure timely and accurate budgeting for supplies and equipment.

Education and Work Experience Requirements:
- 3-5 years of relevant work experience, or 1-3 years of experience and a degree in a related field. Relevant fields include: Global Health, Humanitarian Logistics, Supply Chain, International Development, Pharmacy, Business, Healthcare Administration, or similar.
- Demonstrated success managing large orders or data sets with high attention to detail.
- Demonstrated success responding to a high volume of requests and ability to react to needs with a sense of urgency and a service-oriented mindset.
- Experience using enterprise resource planning (ERP) systems or proven ability to learn new electronic systems quickly. Advanced Excel skills.
- Ability to follow established processes and experience implementing process improvements.
- Willingness to do important repetitive tasks and data entry and ability to see their connection to larger team and organizational goals.
- Exemplary interpersonal skills; ability to collaborate effectively with culturally diverse staff across departments and countries.
- Interest in social justice strongly desirable.
