Currently, no data is collected on different sectoral impact of a disaster and status of recovery, in a medium to long term post disaster setting,ย for example, 6-9 months after disaster, making beneficiary targeting and recovery planning difficult.ย

To address this gap, IOM has conducted an in-depth assessment at Khulna, Sunamganj, Noakhali, Lakhsmipur and Feni on the post-disaster multi-sectoral needs of the displaced and affected population at large, with an aim ย to develop a framework to support disaster related data collection in a medium to long term post disaster setting.ย

The assessments identified the needs and challenges faced by the disaster displaced and affected population 6-9 months after the disaster aiming to understand their post-disaster requirements and the need for recovery programming. The findings and the framework are expected to support all relevant stakeholders to collect data to design evidence-based recovery programming.

ย
DDRRU will recruit a consultant to engage with national and local authorities, as well as local CSOs and NGOs, through a series of consultations aimed at understanding challenges and formulating a framework for disaster related data collection in a medium to long term post disaster setting. The deliverables in the framework will include but not be limited to: Standard Operating Procedures (SoPs) for data collection, analysis, and use; and technical guidelines for data collection.
Payment and Deliverables:ย
Category B Consultant hired to develop framework on post disaster needs assessment with the following deliverables.ย
- Deliverable 1โ Inception Report and workplan. Payment Schedule: 10% payable upon successful completion of deliverables.
- Deliverable 2-ย Stakeholder Consultations: Conduct and document consultations with local and national authorities, CSOs, and NGOs on the findings of the assessment and discuss key challenges and solutions. Payment Schedule: 25% payable upon successful completion of deliverables.
- Deliverable 3 โย ย Framework, Technical Guidelines, and Operational plan -ย Develop a comprehensive framework to guide localized, evidence-based recovery efforts in disaster-affected areas of Bangladesh including Standard Operating Procedures (SoPs) for data collection, analysis and usage. This framework should include clear technical guidelines for post-disaster data collection, ensuring consistency and accuracy across field operations. It must also establish mechanisms for integrating feedback from affected communities and stakeholders to refine and inform recovery planning. Additionally, the framework should incorporate tools and methodologies that allow for contextual adaptability, enabling its application across various geographic, socio-economic and disaster-specific scenarios. The final product will support national and local actors in implementing resilient, data-driven and participatory recovery strategies.
Data Framework: the data framework should include board level documentation of the entire process of data collection at both the community and institutional levels. It needs to include detailed methodologies, tools used and stakeholder involvement. It is important to present both the advantages and limitations of each approach such as community level collection and institutional level. A clear comparison of these approaches should be made to guide their strategic application which will ensure transparency, enhance coordination among stakeholders, maintain data quality and support evidence-based decision-making across programs and policy planning.
Technical Guidelines: the guideline needs to define key terms, standard considerations for system development, and core indicators that need to be considered for effective implementation.ย
Operational Plan will need to include a rollout strategy, standard operating procedures (SOPs), clearly defined implementation phases, identified training needs, power point presentations and materials for training sessions and dissemination event.ย
Deliverable within 4 months of contract signing. Payment Schedule: 65% upon successful completion of deliverables.
All work submitted must be in line with the programme communication guidelines including IOM spelling list 2013, IOM House Style Manual and IOM Brand Guidelines 2022. ย Performance indicators for the evaluation of results
ยThe Consultantโs performance will be evaluated against the following criteria: timeliness, accountability, transparency, responsibility, coordination, effectiveness, communication, and quality of the deliverables. Education
- Masterโs in Disaster Management, Development Studies, Social Sciences, or in relevant field from any reputed university. Experience
- Proven research background, particularly in areas related to displacement, disaster risk reduction, or post-disaster recovery.
- Need to be an expert in disaster management with at least five years of relevant professional experience.
- Familiarity with government institutions and mechanisms.
- Demonstrated experience in developing data frameworks, including tools and methodologies for data collection, analysis and utilization.
- Strong understanding of disaster response and recovery processes in the context of Bangladesh.
- Experience in engaging with local stakeholders, including government entities, NGOs, and community organizations, is an asset. Knowledge and demonstrated experience in delivering workshops at both local and national levels.
- Experience working with UN agencies will be an advantage.
- Experience working with MoDMR, BBS and DDM will be an advantage. Skills
- Excellent report writing, analytical, and communication skills.
- Proficiency in adapting to different requirements from the field and good analytical and drafting skills are necessary.
- Accountability and transparency standards of IOM must be followed.
- Ability to deliver according to the specified timeline while maintaining quality of the output is necessary. Languages
- Excellent presentation, oral and written communication skills in Bangla and excellent written communication skills in English is mandatory IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย Travel required
This position will require travel within Bangladesh to multiple districts including Khulna, Sunamganj, Noakhali, and Feni. ย
