Work LocationRemote Expected duration6 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) recognises the need to address global environmental concerns in an increasingly urbanising world. In this context, UNEP supports and promotes sustainability in buildings and construction, emphasising their local and global benefits and the role of the built environment in achieving the New Urban Agenda and the 2030 Agenda with its 17 Sustainable Development Goals. UNEP hosts the Secretariat of the Global Alliance for Buildings and Construction (GlobalABC), a voluntary, international, multi-stakeholder partnership that serves as a global collaborative umbrella for platforms, initiatives, and actors accelerating climate action towards a zero-emission, efficient, and resilient buildings and construction sector. In March 2024, the Buildings and Climate Global Forum in Paris marked a key milestone with the adoption of the Dรฉclaration de Chaillot by over 60 countries, establishing the Intergovernmental Council for Buildings and Climate (ICBC) to align national efforts with global climate goals. Launched at COP29 and coordinated by GlobalABC, ICBC operates under the Declarationโs framework, meeting twice yearly online at senior official level and annually at ministerial level during major events such as COP, UNEA, or the World Urban Forum. It has set its governance framework, adopted a 2025โ2027 workplan, confirmed thematic priorities, and follows a troika leadership model with France as Chair and Brazil and Kenya as Vice-Chairs. An international consultant with expertise in policy analysis related to the buildings and construction sector, as well as country outreach and engagement, is needed to support the coordination of the Intergovernmental Council for Buildings and Climate (ICBC). In particular the consultant will have to engage with the member countries of the ICBC to understand their needs and expectations of the Council. The consultant will work closely with the UNEP GlobalABC team, government representatives from ICBC members and observersโ countries, and other relevant stakeholders. Qualifications/special skillsA postgraduate degree (masterโs or equivalent) in environmental policy, international development, political science, or economics, with a relevant focus on sustainable buildings and construction, is required. A first-level university degree combined with substantial qualifying experience may be accepted in lieu of an advanced degree. At least eight years of experience in policy analysis and country engagement, including work with national climate policymakers and in intergovernmental settings, is required. Relevant expertise should relate to low carbon and resilient buildings, environmental policy, climate change, or a closely related field. Experience working with international organizations is desired. Specific knowledge: Has sound technical knowledge of buildings and construction sector and related sustainability issues; project development, policy frameworks; experience in climate change adaptation and mitigation, in coordination with a large number of multi-stakeholders. Possesses strong analytical skills and the ability to proactively seek and identify relevant lessons and case studies.
