Result of ServiceThe individual contractor will be responsible for negotiation of project agreements and finalisation of project documents for projects approved under the rounds of funding; oversight of ongoing projects through to project closure; and support to preparations for meetings of the Special Programme Executive Board of the two funds, including preparation of meeting documents. This includes: โข Supporting application rounds of the Special Programme, as appropriate: undertaking qualitative analysis of the applications and technical review of the proposed activities of the projects; develops and ensures signature of the legal instruments with successful applicants; oversees implementation of projects through to completion and closure; identifying problems/issues and providing solutions โข Providing substantive support to Executive Board meetings and other relevant meetings, โข Undertaking outreach activities as needed; participates in the development of training workshops, outreach events, seminars, etc.; participates in and makes presentations on assigned topics/activities. โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Performs other duties as may be required. Work LocationOffice Based in Geneva Switzerland Expected duration12 months Duties and ResponsibilitiesUNEP Industry and Economy Division chemicals branch Special Programme on Institutional Strengthening (SPIS), which falls under the GFS Secretariat, aims to support institutional strengthening at the national level for implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention, the Strategic Approach to International Chemicals Management (SAICM). Through the Special Programme, support can be provided to developing countries and countries with economies in transition to enhance their sustainable institutional capacity to develop, adopt, monitor, and enforce policy, legislation, and regulation and to gain access to financial and other resources for effective frameworks for the implementation of the legally binding chemicals and waste conventions and SAICM. The individual contractor will support the delivery of activities related to the Special Programme from funding application stage, and specifically the negotiation of project agreements and closure project stage with selected implementing partners approved by the SP Fund Executive Board; preparation for Executive Board meetings, as required The individual contractor will support the delivery of the following tasks: โข Supporting application rounds of the Special Programme and Global Framework on Chemicals Fund, as appropriate: undertaking qualitative analysis of the applications and technical review of the proposed activities of the projects; develops and ensures signature of the legal instruments with successful applicants; oversees implementation of projects through to completion and closure; identifying problems/issues and providing solutions. โข Providing substantive support to Executive Board meetings and other relevant meetings. โข Undertaking outreach activities as needed; participates in the development of training workshops, outreach events, seminars, etc.; participates in and makes presentations on assigned topics/activities. โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Assists in the monitoring and evaluation of the funds, including the review and analysis of past and ongoing application rounds, preparation of impact evaluation or equivalent studies, etc. โข Performs other duties as required. Qualifications/special skillsAdvanced university degree (Masterโs degree or equivalent) in environmental sciences, environmental management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certified project management qualification is desirable. Professional Experience : โข A minimum of five years of progressively responsible experience in the area of sustainable development with a minimum of two years of experience at the international level related to the sound management of chemicals and waste โข Programme and project development and management experience and experience in providing policy advice on chemicals and waste management is required. โข Experience in the organization of inter-governmental and multi-stakeholder processes and meetings, including expert meetings, is an advantage LanguagesFluency in written and spoken English is required and either French or Spanish is required.
