BACKGROUND
The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP strengthened its collaboration with the host government, specifically around social protection. To support and nourish WFPโs mandate in Moldova, including its exit from Moldova in 2026, WFP Moldova is now seeking to fill the position of National Officer โ Partnerships, Communication, Reporting.
PURPOSE OF THE ASSIGNMENT
The objective of this position is to drive WFPโs effective positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP in Moldova.
Under the direct guidance of WFPโs Representative and Country Director, the incumbent will support on WFPโs positioning and strategic engagement with external partners in Moldova.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
Partnerships
- Lead partnership/contribution management, in line with corporate norms, processes and legal agreements, ensure quality proposal and report writing by engaging with other WFP entities and external stakeholders as required; Ensure partner visibility and that partner conditions are met.
- Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), and assess results.
- Lead preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units, RBs and COs.
- Help Representative and Country Director to maintain effective relationships with member states, UN agencies, NGOs, host government and other partners, to keep them informed on important strategic operational WFP matters. Attend meetings, take notes, share information, protect WFPโs interests.
Communications
- Manage and implement communications plans that raise WFPโs profile, favourably impacting the views of the public, opinion leaders and donors.
- Lead the production of donor specific visibility products, ensuring consistency with corporate messages, and technical WFP Moldova documents, across various communication products.
- Work in close collaboration with counterparts to align activities and ensure a coherent approach to communications within WFP.
- Coordinate and prepare accurate and timely reporting on communications activities that enables informed decision-making, evaluation of objectives and consistency of information presented to stakeholders.
Operational Information Management & Performance Reporting
- Collaborate with counterparts in WFP Divisions, supporting performance of activities and
ensuring an aligned and consistent approach to information management, analysis and
performance reporting.
- Support the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation and logistics functions to coordinate and ensure coherence and quality of information.
- Collaborate with counterparts in other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information

General:
- Executive Support : Manage the Country Directorโs front office to ensure the smooth implementation of management priorities both internally and externally.

QUALIFICATIONS & EXPERIENCE REQUIRED :
A Master's Degree with 3 years of relevant professional experience or a Bachelor's Degree with 5 years of relevant professional experience.
EXPERIENCE:
Relevant experience is defined as experience in one or many of the below areas:
ยท Progressively responsible related experience with a background / interest in international development and humanitarian work specifically.
ยท Experience in reporting and partnerships activities is required.
ยท Experience designing and/or managing resource mobilization processes and resource strategies, negotiated contract terms and provided resourcing advice to senior management is required.
ยท Experience in a field context, country office, or similar is required.
DESIRED EXPERIENCE:
ยท Experience managing a front office is desirable.
LANGUAGES:
Fluency in English and Romanian Languages (read, write, speak) is required for this role. Knowledge of Russian and/or Ukrainian languages is an asset.
