Description of the Assignment:


In response to the Government of Viet Nam’s request for support, UNDP mobilized funding and implemented projects to provide assistance to Yagi-affected households and communities in several provinces, including the MPTF/DFAT funded project in Bao Yen district, Lao Cai province. The district experienced the most devastated landslides that killed 60 people in Nu village, Phuc Khanh commune.


The project consisted of two activities: 1). Organise CBDRM trainings; 2). Implement cash-for-work activities. These activities are implemented in 04 communes in the district, namely: Xuan Hoa, Xuan Thuong, Phuc Khanh and Viet Tien. As the project is coming to an end, UNDP is recruiting a qualified national consultant undertake an independent assessment. The assessment will need to cover all aspects such as data collection, consultations, meetings, analysis, report development and final programme workshop preparation and presentation.

Under the technical guidance and supervision of the Disaster Risk management (DRM) Programme Analyst, the national consultant will work closely with UNDP’s implementing partners and donors to ensure the effective execution of the assessment. The NC will undertake an independent assessment of the implementation, covering the relevance, effectiveness, impact, successes, lessons learnt and good practices for similar interventions.

Duration of the task: 22 working days from July to August 2025.

Duty station: Ha Noi, Viet Nam, with travel to Lao Cai. All travel costs from Ha Noi to Lao Cai for data gathering and consultations and per diem (accordance with UN-EU cost norms 2022) need to be proposed in the financial proposal and quoted by consultant and will be included in lumpsum contract.
