Organizational Setting
The ย Food and Agriculture Organization (FAO) Representation in Indonesia ย is responsible ย for ย leading ย FAO's ย response ย to Indonesia ย priorities by developing, promoting and overseeing strategies for addressing food security, agriculture and rural development objectives. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country and, in collaboration with the Offices, Centres and Divisions at regional and headquarters, develops, promotes and oversees FAO's strategic response to country priorities. also advises on the incorporation of country priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. FAO Representation in Indonesia serving as the channel of FAO's services to governments and other partners (donors, NGOs, Civil Society Organizations, research institutions, etc.). The FAO representation in Indonesia helping governments to prevent disasters, assess damage, and assist them in the reconstruction and rehabilitation of the agricultural sector. ย
The post is located in the Emergency Centre Transboundary Animal Diseases Programme in Jakarta, Indonesia (ECTAD), which is currently implementing various projects for animal health and One Health programme, including the Pandemic Fund, in line with the One Health programme priority area of FAO.ย
The Emergency Centre for Transboundary Animal Diseases (ECTAD) works with the Government of Indonesia to supports national efforts to strengthen animal health systems and mitigate the risk and impact of transboundary animal diseases (TADs), zoonoses, Emerging Infectious Diseases (EIDs), and antimicrobial resistance (AMR), all of which pose significant threats to animal health, public health, livelihoods, and food security. ECTAD works multi-sectoral with a One Health.
Reporting Lines
The National Monitoring and Evaluation (M&E) specialist shall work under the overall supervision of the FAO Country Representative, the technical supervision of the Team Leader of the FAO ECTAD Indonesia Programme and the day-to-day technical supervision of the Country National Veterinary Advisor (CNVA). Furthermore, the incumbent will work in close collaboration with national authorities, FAO technical teams and agencies responsible for the control of emerging infectious diseases (EID), zoonoses, AMR and pandemic threats in Indonesia.
Technical Focus
The M&E Specialist will oversee the development and management of the M&E system for FAO ECTAD, including the design of results frameworks, indicators, and databases to track project performance. The role includes supporting technical teams in planning, reporting, and ensuring data quality. The incumbent will lead regular progress reviews, coordinate field assessments, and develop digital monitoring tools. Additionally, His/Her will contribute to the preparation of internal and donor reports, ensuring timely and accurate reporting to support evidence-based decision-making across the programme
Tasks and responsibilities
โข ย ย Oversee the FAO ECTAD M&E system including development of a results framework, log frame, monitoring of indicators, maintaining the programme database and information flow as an effective M&E system;
โข ย ย Support relevant FAO technical teams on the planning, design, implementation and monitoring of activity reporting and data flow, thereby promoting the effective use of M&E data including regular feedback to management to ensure that activities are on track, and raise any issues with project implementation;ย
โข ย ย Coordinate with relevant FAO ECTAD technical teams and the M&E team on periodical progress monitoring against the work plan by tracking indicators and targets with periodical review, participatory data quality audits and use of an accountable M&E system;
โข ย ย Assist with the coordination and preparation of reports according to internal and external reporting requirements;
โข ย ย Together with the Communication team, organize the documentation of project activities, results, and processes including program updates, highlights, success stories, and other communication materials;
โข ย ย Participate in any assessments and evaluations by organizing the training of enumerators on assessment methodology and tools; supervise field team to ensure field level data integrity;
โข ย ย Provide general supervision of the National Data Management Assistant;ย
โข ย ย Carry out monthly meetings with M&E team members to coordinate and review plans, activities, and performance;
โข ย ย Represent FAO at relevant public forums, meetings and workshops, and participate in technical meetings to provide inputs on M&E aspects and information systems;
โข ย ย Produce automated reports as required;
โข ย ย Provide inputs for FAO and donor reports;
โข ย ย Participate and provide inputs in annual project planning activities;
โข ย ย Submit End of Assignment Report;ย
โข ย ย Perform other related M&E duties as required.

Minimum Requirements ย ย
ย
โข ย ย Advanced degree in development studies preferably focused on international development project management, monitoring, evaluation, and data collection;
โข ย ย 5 years of experience in a development assistance project or in a similar project involving monitoring and evaluation activities;
โข ย ย Working knowledge of English and Bahasa;
โข ย ย National of Indonesia.
