โโFollowing the rapid political shift in Damascus on 8 December 2024, Syria is undergoing a critical period of transformation. The transition has been marked by escalating tensions with the Syrian Democratic Forces (SDF), renewed regional disputes, and growing concerns over a potential resurgence of other groups. These developments have further intensified displacement across the country and complicated the dynamics of return, placing increased pressure on already vulnerable communities.ย
โIn response to the evolving situation, IOM has re-established its presence in Damascus and is rapidly scaling up emergency operations across the country, while maintaining cross-border assistance in northwest Syria. To meet urgent humanitarian needs, this response aims to assist 1.1 million people with life-saving support, including shelter, winterization, health care, protection services, camp coordination and management, and early recovery assistance.ย
โUnder the overall supervision of the Chief of Mission (COM) for Syria and direct supervision of the Head ofย Resources Management (HoRM), and in close collaboration with the relevant units at the Regional Office and Headquarters (HQ), and technical coordination with the Regional Office (RO), the incumbent will be responsible for the following:
- In close coordination with the HoRM, review and coordinate the administrative, and financial management for all activities managed by IOM Syria. ย
- โProvide financial oversight for IOM Syria projects, monitor budget control processes, analyze budgetary allocations, and conduct forward planning, identify and recommend course of actions. ย
- โAssist HoRM to ensure compliance with IOMโs financial policies and procedures, travel and procurement policies, and donor regulations, ensuring that proper internal controls are in place to mitigate the risks of fraud, waste and abuse, and suggest corrective measures. ย
- โReview reasonableness and confirm the budget availability of Travel Authorization (TA) and Purchase Requisition (PR) up to a defined threshold.ย ย
- โVerify Request for Payment (RFP), confirm funding availability and ensuring that supporting documents are accurate and complete in accordance with IOM financial rules and procedures and donor expenditure eligibility criteria. ย
- โProvide monthly forecasts of cashflows for all IOM Syria projects in a timely basis.ย ย
- โUndertake quality control checks on the monthly accounts and review periodic monthly closures checklist before the closing of accountsย
- โEnsure timely recording of financial transactions in ORACLE, coordinate imprest/petty cash advance clearance, cash management processes..ย ย
- โManage cash and bank accounts and ensure timely payments processing to vendors/supplies and IOM staff/consultants and interns.ย
- โSupport the preparation of budgets for new projects, donor financial reports and other internal managerial reports in accordance with IOM regulations and established procedures. ย
- โRelease bi-weekly BMRs and recommend on corrective actions to ensure project monitoring and efficient budget utilization. ย
- โEnsure timely and accurate preparation of the financial reports in accordance with the donor requirements and organizational guidelines. ย
- โSupport the HRM with the effective office operations, assets and fleet management, supply chain processes and ICT services.ย
- โSupervise and train the finance staff in relevant areas of finance, budget, reporting administration and compliance to IOM policies and procedures.ย
