Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period.
The incumbent will work in the OSCE Mission to Serbiaโs Finance Section of the Fund Administration Unit.
Tasks and Responsibilities
Under the supervision of the Chief of Fund Administration (CFA), the incumbent manages and oversees the financial operations within the Mission, ensuring sound financial planning, budgeting, accounting, and reporting. Namely, the incumbent is responsible for:
Providing advice and guidance on the organizationโs Financial Regulations, Financial and Administrative Instructions, practices in relation to all financial transactions, including staff entitlements and payments. Ensuring that all internal control systems are being implemented as set out in the procedures and drafts recommendations for modification of Mission instructions and procedures. Advising on the interpretation of Financial Regulations and Financial and Administrative Instructions, and developing and implementing internal financial reporting systems and procedures; Ensuring that all income and expenditure are properly recorded in the general ledger of the Mission. Monitoring budgetary expenditures within approved budget, ensuring that funds are in balance and expenditures do not exceed approved allotments, and implementing actions for correction of situations where anomalies occur as well as on budget adjustments for further; Reviewing monthly status of project budget allotments vs. implementation. Reporting on the financial status of projects and recommending appropriate action. Effecting authorised budgetary changes in Extrabudgetary contributions (ExB) and Unified Budget (UB); Assisting the CFA in the preparation of the Missionโs budget, providing data, information and projections. Reviewing requests for additional resources and taking appropriate action with the Secretariatโs Integrated Resource Management Unit, in consultation with the CFA. Advising the CFA on internal procedures for preparing, managing, and implementing the UB and ExB contributions; Supervising the work of the local staff assigned to the Finance Section by monitoring their performance, establishing workflows, providing coaching, training and guidance and solving complex matters. Drafting reports and documents for policymaking bodies and sharing information on the Missionโs financial activities; Researching and preparing draft replies to questions received from internal and external auditors and ensuring the implementation of corrective actions requested by the auditors. Preparing briefs on issues to be discussed at meetings. Providing guidance on banking and cash flow for the Mission, ensuring timely fund replenishment, coordinating with key stakeholders on fund allocations, and advising project managers on how and when to use project funds.Necessary Qualifications
Citizenship of or permanent residence in the Republic of Serbia; First-level university degree in economics, finance, accounting, or business administration. Certification from a recognized professional accountancy institution, such as Certified Public Accountants or Chartered Accountants is desirable; Minimum four (4) years of professional-level experience in finance, accounting or budget, including minimum two years in an international organization and/or in an intergovernmental, governmental or commercial organization; Sound management experience; Established analytical skills and ability to work with big volumes of financial data; Excellent oral and written communication skills in English and Serbian; Computer literate and practical experience with Microsoft applications and large computerized accounting systems. Knowledge and experience of using ERP systems, preferably Oracle applications, is desirable; Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender and youth perspective into task and activities; Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.Candidates are encouraged to familiarize themselves with the OSCE core values and competencies by studying the OSCE Competency Model available at: https://jobs.osce.org/resources/document/our-competency-model.
Remuneration Package
The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 2,583.25. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
