Result of ServiceThe evaluation consultancy will have the following deliverables: I. Inception Report, containing a preliminary analysis of the CF ToC or, in its absence, reconstruction of the CF ToC; an elaboration of the evaluation approach and methods, including the evaluation design matrix; and a detailed evaluation plan and timeline, including a tentative list of data collection tools and interviews to be arranged or plans for field visits; an Inception Presentation to the Steering Committee will be required. II. Preliminary findings report and presentation, in a template to be agreed with the Evaluation Manager. III. Final CF Evaluation Report, including the annexes. No more than 60 pages (less the executive summary and annexes) All deliverables must be submitted (in English and in electronic format) in a timely manner by the Evaluation Team Leader and are accepted as complete once approved by the Evaluation Manager using the UNEG checklists and guidance for quality assurance. Work LocationMOZAMBIQUE Expected duration3 Months Duties and ResponsibilitiesThe Mozambique-United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2026 is the primary instrument for the UN to deliver its mandate and implement the 2030 Agenda. Jointly developed and implemented by the UN, government and civil society organizations, with support from development partners, it aims to promote the achievement of the national Five-year Programme (Programa Quinquenal do Governo-PQG) 2020-2024, the National Development Strategy (Estratรฉgia Nacional de Desenvolvimento-ENDE) 2015-2035, the 2030 Agenda for Sustainable Development, and the African Union Agenda 2063. Currently, 25 resident and non resident agencies work together to implement the Cooperation Framework with strategic focus on four key areas for Mozambiqueโ€™s sustainable development: 1. Human Development 2. Economic Diversification and Sustainable Livelihoods 3. Climate Resilience and Sustainable Use of Natural Resources 4. Peacebuilding, Human Rights, and Inclusive Governance To evaluate its implementation, the UN Country Team has initiated an evaluation of the UNSDCF 2022-2026, taking place from February to November 2025. Following the DCO Cooperation Framework Guidance and adhering to the UN Evaluation Group (UNEG) Norms and Standards, this evaluation will be conducted independently. The purpose of this evaluation is to examine the relevance, effectiveness, efficiency, coherence of the UN Country Teamโ€™s efforts, and the sustainability of the outcomes and results achieved through the UNSDCF 2022-2026 in addressing Mozambique's development priorities and achieving the Sustainable Development Goals (SDGs). Its findings will be instrumental in shaping the new Cooperation Framework and guiding the development of individual UN Entities Country Programme documents 2. Responsibilities The national consultant for the UNSDCF 2022-2026 independent evaluation will report to the Evaluation Team Leader. The evaluation team will adhere to the code of conduct, standards and procedures of the UN Evaluation Group (UNEG). The primary responsibility of the independent national consultant will be to support the evaluation Team leader in the production of a high quality and timely UNSDCF Evaluation Report to be presented to the Evaluation Steering Committee, the UN RC Office, and the UN Country Team. Duties and responsibilities include: โ€ข Review documents, propose research methods and contribute to the production of the report; โ€ข Conduct field visits to the project sites and identify and collect data as needed; โ€ข Conduct stakeholder consultations; โ€ข Support the preparation of preliminary findings from the interim evaluation report and integrate feedback into the report; โ€ข Support the organization of the validation workshop and finalization of the evaluation report; and โ€ข Ensure a gender-sensitive and human-rights based approach is used throughout the evaluation process and in the report. The consultant will report to the RCO Head of Office. Qualifications/special skillsAdvanced University Degree (at least masters level) in Social Sciences (sociology, anthropology, and development studies), economic development, research methods, political science, international development, governance and public policy, or related fields relevant for the assignment. or related field is required. Substantive knowledge of development issues (in particular, programmatic areas covered by relevant UNSDCF Results Areas and Outcomes) and understanding of the development context of Mozambique. Strong skills and experience in evaluating programmatic areas covered by UNSDCF in the country. A minimum of 5 yearsโ€™ relevant experience in undertaking evaluations in developing and low/middle income countries. Demonstrates a solid understanding on the use of evaluation methodologies and proven experience undertaking outcome, thematic and/or impact evaluations. Familiarity with UNDAF/UNSDCF process. Documented previous experience in undertaking evaluations on UN or bilateral projects is an asset. Extensive knowledge and experience with the National Development Priorities and Frameworks, especially the SDGs, Agenda 2030, NDS 2025-2044. In-depth knowledge and research record in Mozambique using qualitative and quantitative data collection and analysis, participatory approaches, consultations with key stakeholders etc. Good knowledge of the UN system and role, UN reform process and UN programming at the country level, particularly UNSDCF, including principles such as Leaving no one behind, human rights, gender equality, sustainability and resilience, RBM approach etc Excellent writing, spoken and reporting skills in Portuguese (advanced level of English communication skills is also required to collaborate with the Team Leader), as well as communication and interviewing skills LanguagesExcellent written and spoken English is required.
