Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

To respond to the demands of national partners, UN Women established its presence in 2008 in Sarajevo. Priorities of UN Women’s Country Office in Bosnia and Herzegovina (BiH) are based on the 2021-2025 United Nations Sustainable Development Cooperation Framework signed between the Government of BiH and the United Nations system in BiH. Key priorities of UN Women in BiH under its 2021-2025 Strategic Note span four key priority areas: 1) ending violence against women; 2) supporting the implementation of the Women, Peace and Security Agenda, especially through the implementation of United Nations Security Council resolution 1325 and ensuring that women are empowered to fully contribute to and lead in public and political life; 3) enhancing women's economic empowerment by working to create equal opportunities and access to resources, including by recognizing, reducing, and redistributing unpaid care and domestic work and promoting women’s entrepreneurship; and 4) strengthening gender-responsive governance by making gender equality central to national development planning and budgeting.

Reporting to Programme Management Specialist and under overall supervision of the Representative, the Monitoring, Reporting and Coordination Analyst provides guidance and support in the design, planning and implementation of robust monitoring, evaluation and reporting systems to effectively track progress toward strategic and programme targets and report on results and impact to internal and external audiences. The Analyst also plays a key role in supporting inter-agency coordination processes and bodies.  

Scope of Work

1.    Provide technical inputs to programme formulation to ensure monitoring, evaluation and reporting is incorporated
•     Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
•     Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
•     Coordinate inputs to annual work plan monitoring, reviews and reporting;
•     Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
•     Provide training and guidance on Results-based Management.

2.    Provide technical inputs to the monitoring and tracking of results against country level targets and UN Women’s Strategic Plan 
•     Coordinate with Programme Teams to ensure data collection and analysis from field visits are coordinated and standardized across programmes;
•     Monitor data from partners/countries on a quarterly basis and provide inputs to regular management briefs to inform decision making;
•     Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required;
•     Monitor the spending of donor funds and other programme expenditures and disbursements;
•     Contribute to the development and monitoring of the Country Office’s Monitoring, Evaluation, and Research Plan.

3.    Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
•     Facilitate the process of the Country Office’s meeting internal and external reporting requirements and deadlines, including annual reporting process;
•     Contribute substantial inputs to donor and programme reports;
•     Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
•     Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
•     Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations;

4.    Provide technical support to the Country Office in the implementation the UN Women Evaluation Policy 
•     Coordinate the implementation of UN Women’s Evaluation plan in the country office;
•     Draft/revise Terms of Reference for specific project/program evaluations;
•     Ensure communication between the Country Office and Regional Office regarding Evaluations;
•     Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

5.    Contribute to knowledge building and capacity building 
•     Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
•     Contribute to the development of capacity development tools, including training materials and packages;
•     Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities.

6.    Provide technical and substantive support to the Country Representative and Country Office on inter-agency coordination to achieve coherence and alignment of UN Women programmes with other partners 
•     Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.
•     Provide secretariat support to UN Women-led coordination mechanisms including the UN Gender Theme Group and International Working Group on Gender Equality.
•     Provide advisory and secretariat support to Program Management Specialist for Program Management Team (PMT).
•     Participate in and provide support to joint inter-agency UN planning processes and similar exercises.
•     Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings.
•     Prepare inputs to Common Country Assessment, United Nations Sustainable Development Cooperation Framework and other documents.

7.    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

•     Good knowledge of programme formulation, implementation, and Results Based Management
•     Good knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting
•     Ability to synthesize program performance data and produce analytical reports 
•     Analytical and report writing skills
•     Experience coordinating inter-agency and multi-stakeholder processes

Education and Certification:

•     Master’s degree or equivalent in social sciences, political science, economics, human rights, gender/ women’s studies, international development, or a related field is required.
•     A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
•     A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience

•     At least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required
•     Demonstrated understanding of Results-based Management is required.
•     Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
•     Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
•     Experience coordinating and liaising with government agencies and/or donors is desirable.

Languages

•     Fluency in English is required.
•     Fluency in Bosnian/Croatian/Serbian is required.
