Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโs largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is โto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.โ IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

Based in Kyiv, the PMEAL Coordinator supports Danish Red Cross (DRC) Mission in Ukraine in the development and implementation of projects and operations. The PMEAL Coordinator is responsible for implementing a PMEAL framework for DRC programme and for strengthening the quality of PMEAL systems and functions, by providing technical assistance and guidance across all relevant areas of PMEAL โ planning, monitoring, evaluation/review, learning and accountability. The position will also involve strengthening the PMEAL capacity of the URCS and will provide capacity building support in PMEAL to the DRC team. The PMEAL Coordinator will work in close cooperation with URCS and DRC project and support staff.
Job Purpose
The DRC PMEAL Coordinator will โ together with the Senior PMEAL Delegate โ be the focal point for all strategic, portfolio and programmatic Planning, Monitoring, Evaluation, Accountability and Learning for the Country Office and DRC operations in Ukraine.
The core purpose is to ensure that DRC remain accountable both to the communities that we โ through URCS - serve in Ukraine and to the back donors and key stakeholders of the Country Office. This includes supporting the Programmes team to ensure that DRC Programmes are implemented according to DRC Project Management Standards and Standard Operating Procedures and live up to the Core Humanitarian Standards and other relevant sector standards.
The role will have a specific focus on leading assessments, baselines/endlines, Post-Distribution Monitoring exercises, beneficiary surveys, reviews and evaluations, studies and other larger analytical exercise conducted by DRC/URCS or through contracting external consultants to inform DRCโs engagement in Ukraine.
Job Duties and Responsibilities
Planning and project development
โข Support the planning and development of concept notes and proposals (incl. by supporting relevant โdelegates), in line with DRCโs strategy and donor priorities focusing on providing M&E-technical support
โข Support the process of ensuring that learning from previous projects (e.g., lessons learnt and best โpractices) is incorporated into new proposals;โ
โข Provide technical assistance and support to set up and implement a planning process to develop quality plans.โ
โข Provide technical advice and support to the individual teams to ensure quality plans (e.g., design of the โLogframe and indicators)โ
โข Ensure that monitoring and evaluation activities are incorporated into planning and budget and plan for โtheir implementation of the relevant monitoring systems and reporting deadlines from the outset.โ
Monitoring
โข Support the implementation of a M&E plan for projects, including outlining data sources, collection โmethods (quantitative and qualitative methods), frequency, and audience.โ
โข Provide technical guidance to programme staff to help them incorporate the appropriate M&E systems (e.g., โPost- distribution monitoring (PDM) for their areas of expertise, including setting up indicators.โ
โข Assist with the development and implementation of monitoring tools and activities to capture and provide โreliable and timely monitoring data to inform quality programming.โ
โข Undertake field monitoring visits with technical and NS teams.โ
โข Support or prepare analysis of monitoring, through reports, data visualization and ensure it is evidence โbased, user-friendly and accessible for those managing the operation, to inform decision-making
Evaluation/Review
โข Support preparation, design, and implement any necessary surveys, such as baseline surveys, reviews, โevaluations or lesson learning exercises or other relevant studies, in response to operational requirements.โ
Reporting & Donor compliance
โข Coordinate all reporting activities in close cooperation with delegates and partners โ including agreeing a โreporting timetable and deadlines.โ
โข Establish a reporting timetable and deadlines for the mission and monitor this timetable to ensure โagreed deadlines have been met.โ
โข Support the efficient and effective delivery of emergency reporting on the operation (including ops updates, โshort progress reports, information bulletins, facts & figures, or other relevant reports).โ
โข Check that all reporting on the mission is compliant with the DRCโs standards and formats.โ
โข Maintain good communications with DRC team and NS staff and volunteers to ensure reports are โinformed by accurate and relevant information.โ
โข Collaborate with technical and support managers, including finance, to ensure compatibility between narrative โand financial information in all reports and for any pledge-based reporting.โ
โข Provide sound support on donorโs regulations and guidelines
โข Ensure filing of all contracts relevant to the dedicated portfolio.โ
โข Review relevant contracts prior to signature in coordination with HQ relevant departments and partners.โ
โข Ensure that contractual obligations and reporting deadlines are known within the team, URCS and โwell- communicated to relevant internal stakeholders.โ

Education
Bachelorโs or graduate degree in a relevant humanitarian or social sciences or other โrelevant education
Experience
- At least 3 years of professional experience in MEAL, Grant-writing, Project Management, โpreferably in an NGO or humanitarian organisation
- Work experience in international organization or context is an asset
- Experience conducting and leading data collection in humanitarian settings (surveys, โinterviews, focus group discussions)โ
- Experience writing high quality analytical reports providing clear findings and actionable โrecommendations
- Experience working with Core Humanitarian Standards, SPHERE standards and other โhumanitarian sector standards
