Background and Organizational Context

The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) โ€˜s overall goal in Lebanon is to support the Humanitarian Coordinator (HC) in his/her function to ensure a principled, efficient and accountable collective humanitarian response to all people in need in Lebanon.

OCHA Lebanonโ€™s focus is to:

Enhance coordination mechanisms at the strategic and operational levels, in support of the HC and the Humanitarian Country Team (HCT), to support planning, implementation, and monitoring of a principled, efficient and accountable collective response to humanitarian needs in Lebanon.ย  Support the coordination of emergency response to the compound crisis in Lebanon and facilitate an early transition out of emergency response into longer-term recovery and development activities. Strengthen situational awareness in a fluid context and support collective analysis across the aid community to facilitate the development of a shared narrative on humanitarian needs and response priorities.ย  Mobilize flexible and predictable humanitarian funding for the collective response to humanitarian needs in Lebanon and advocate for improved protection and operational space for all humanitarian actors involved in the response. Position Purpose

Under the overall guidance of the Head of Office/Deputy Head of Office and daily supervision of the Head of Access/CMCoord Unit, the Local Security Associate leads the implementation of the security policy manual in relation to the security management system and adherence to the overall United Nations security management system.

Key Duties and Accountabilities

Ensure OCHA Management and staff are timely informed and aware of the security situation in the country

Example of Duties:

Collect updates and communicate information about the countryโ€™s security situation to OCHA management and staff as appropriate. Ensure that all OCHA staff (including new arrivals, visitors and temporary staff) attend the induction programme. Organizes and delivers workshops on security awareness and preparedness for OCHA staff.

Facilitate the implementation of security policies and procedures

Example of Duties:ย ย ย ย 

Develop, adapt, and implement security policies, protocols and procedures for local conditions, consistent with UN security frameworks Maintains regular contacts with DSS and Security Focal Points of UN agencies. Update OCHA Security Plan Support preparation, implementation and monitoring of Security Risk Management Measures (SRMs) and ensure compliance. Supports preparation and monitoring Internal Security Clearance Requests (ISCRs), CONOPS, and Mission Security Clearance Requests (MSCR).ย  Supports convoy planning and accompanying in missions when needed.ย  Prepare and complete relevant security clearance forms.ย  Report security incidents affected UN personnel, offices, and assets.ย  Perform security assessments, to ensure optimal safety standards are in place for personnel traveling across the area of operation. Provides technical advisory and oversight services to ensure that safety and security is a core component of OCHA Lebanon operation, and that appropriate funding is provided based on actual needs. Maintains a contact database related to country security authorities.

Requirements

Education

Secondary Education is required; or University degree in Security Management, Political/ Social Sciences, International Relations, or any related field will be given due consideration but not a requirement.

Experience, Knowledge, and Skills

Minimum 6 years with secondary education or 3 years with a bachelorโ€™s degree of progressive relevant experience in security, risk, or disaster management, or emergency areas with security responsibilities in humanitarian organization, NGO, or disaster agenciesย  Experience in the use of computers, office software packages (MS Word, Excel, etc.) is essential,ย  Experience in delivering training programmes is desirable. Prior experience within the UN system or an international NGO is desirable. Experience in security, protection, and analysis in humanitarian contexts is desirable. Fluency in written and spoken English and Arabic is required.
