Background

UNDSS is responsible for providing oversight and operational support for the security management system in Syria, and plays a crucial role in supporting UN operations

Under the overall guidance and supervision of the Chief Security Adviser (CSA) or Deputy Chief Security Advisor (DCSA) and the direct supervision of the Field Security Coordination Officer (FSCO), the Local Security Associate (LSA) supports in the implementation of securityย information and all matters relating to the management of safety and security for UN personnel in the country or in the region of assignment.ย 

Summary of key functions:

Assists CSA in collecting, updating and communicating information regarding the security situation in the country/region of assignment. Assists in maintaining Security Plan, including updating staff lists; Supports the CSA with the assessment of Minimum Operational Security Standards (MOSS) for the duty station. Assists in reporting security incidents affecting UN staff, offices and assets. Provides general administrative assistance to the CSA. Performs any other duties as assigned by the CSA. Organizes and delivers training courses on security awareness and preparedness. Assists in ensuring residential (Minimum Operating Residential Security Standards โ€“ MORSS) and office safety, and security preparedness.

Duties and Responsibilities 1.) Assists the CSA in collecting, updating and communicating information regarding the security situation in the country: ย 

Supports liaising and coordinating, as directed by the CSA, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation. Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the CSA. Communicates information on security to the heads of United Nations Agencies and provides host country security advice to UNDSS, as required. Maintains regular contacts with Security Focal Points of UN agencies. May be requested to provide technical assistance at Area Security Management Team SMT meetings, in the absence of the CSA.

2.) Assists the CSA in maintaining the Security Plan, including updating staff lists and performs other security-related tasks assigned by the CSA: ย 

Supports in the data preparation/compilation for the UN Security Plan; Supports actions during the implementation of the Security Plan, as required. Provides support in conducting security evaluations and provides advice on security measures for the residences Minimum Operating Residential Security Standards - MORSS) of UN Staff, as well as on latest trends and threats to staff safety and security; Establishes and maintains warden system and keeps updated information related to UN offices and residences. Administers the Pass and ID system; Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force. 3.) Assists the CSA in monitoring compliance with the area established for the duty station.ย  Also assists the AFโ€™s in the duty station to ensure compliance, through monitors and advice. ย  Provide input to implementation of physical security and security risk management measures for UN premises.ย  Conduct periodic appropriate security assessments of UN premises and equipment and provide advice on shortfalls in security preparedness with recommended improvements and solutions.

4.) Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report. ย  Produce and provide substantive support in the preparation of security reports as required by the Security Office. For all security and safety related incidents involving UN staff and eligible dependents, be prepared for 24-hour response in coordination with UNDSS and immediately report suchย  incidents to UNDSS in the country as well as to the most senior security staff in the duty station. 5.) Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required. And provides general administrative assistance to the CSA ย  Training sessions included Safe and Secure Approaches in Field Environments (SSAFE), Basic Life Support (BLS), Local Security Assistant (LSA), and Emergency Trauma Bag (ETB). Maintains routine and confidential correspondence files/documents. Maintains a database on contact details in relation to host country security authorities. Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience Education

Secondary Education is required.ย  ย OR First-level University degree (Bachelor degree) in Political Science, Military Studies, Social Studies, Management, Business or Public Administration, or any other related fieldย will be given due consideration, but is not a requirement.

ย Experience, Knowledge, and Skills

List:ย 

A minimum of 6 years (with high school) or 3 years (with bachelorโ€™s degree) of progressively responsible experience in security, preferably in the military or police context or related field of work is required. Prior experience with the UN system or an international NGO is desirable. Experience in the use of radio communications system includingย HF (High Frequency) and VHF (Very High Frequency) radio operation is desirable. Experience in diplomatic security, protection and intelligence considered an asset. Proven track record of knowledge of host country safety codes is an asset. Possession of a valid driver's license is required. Formal training in security risk management is an asset. (FSA/LSA certified).

Language Requirement: Fluency in Arabic and English is required.ย
