Background:

This consultancy engagement supports the OSCE Mission in Kosovoโ€™s outcome of advancing government compliance with community rights standards by strengthening institutional capacities and fostering the inclusion and socio-economic empowerment of vulnerable groups, particularly male and female returnees. Building on feedback from six roundtables held in 2024, where municipal officials stressed the need for stronger co-operation between the Ministry for Communities and Return (MCR) and municipal institutions, the local consultant will help organize and facilitate targeted events to co-ordinate the evaluation of the Action Plan for the implementation of the Strategy for the Protection and Promotion of the Rights of Communities and their Members 2023โ€“2027. By guiding discussions and incorporating institutional feedback, the consultant will ensure the evaluation of the Action Plan is both locally responsive and effective in addressing identified gaps.
The consultancy adds value by enabling the OSCE to provide tailored, on-the-ground support that strengthens institutional ownership and sustainability of interventions. In particular, the consultantโ€™s support will help organize at least two roundtables to evaluate the Action Plan, integrate practical measures for improving the position of the women returnees, and ensure socio-economic empowerment goals are embedded within institutional priorities. Through these efforts, the OSCE will facilitate advocacy, encourage collaboration, and help align government actions, thereby enhancing the overall impact of the Strategy and ensuring its implementation effectively protects and supports community rights.
The objective of this OSCE Project is to strengthen government-level institutions in the implementation of the Strategy for the Protection and Promotion of the Rights of Communities and their Members 2023โ€“2027, by supporting the evaluation of its Action Plan through targeted activities Activity 2.5: Enhancing collaboration between governmental and municipal institutions involved in return and reintegration processes in implementation of the Strategy for the Protection and Promotion of the Rights of Communities and their Members 2023-2027 and, Activity 4.2: Enhancing the socio-economic integration and supporting the equal access to employment opportunities of women returnees and women in vulnerable condition from non-majority communities, ensuring that measures are tailored to local contexts and effectively enhance the rights and socio-economic well-being of communities.

Objective of Assignment:

To support the OSCE in facilitating co-ordination between the MCR and other government institutions by organizing and guiding roundtables to evaluate the Action Plan of the Strategy for the Protection and Promotion of the Rights of Communities 2023โ€“2027, ensuring it addresses local needs, strengthens institutional ownership, and incorporates measures for the socio-economic empowerment of vulnerable groups.

Support in planning and organizing at least two roundtables with the Ministry for Communities and Return (MCR) and government level institutions to evaluate the Action Plan of the Strategy for the Protection and Promotion of the Rights of Communities 2023โ€“2027.Gather feedback from participants to identify gaps for both men and women, priorities, and practical measures for improving implementation (of the Strategy for the Protection and Promotion of the Rights of Communities 2023โ€“2027) at both Kosovo and municipal levels.Draft and consolidate recommendations emerging from the roundtables to ensure the evaluated and revised Action Plan is responsive to local needs and institutional challenges.Support the integration of measures by promoting socio-economic empowerment of women returnees into the evaluated Action Plan.Provide regular progress updates and a final report summarizing activities, findings, and recommendations for next steps.


Deliverables:

At least two roundtables organized by 5 December 2025 in co-ordination with the OSCE, the Ministry for Communities and Return, and government institutions, held in Kosovo, with a minimum of 15 participants per event. Participant lists, and minutes to be submitted to the Mission within five working days after each roundtable.Comprehensive summary notes with all recommendations, both for men and women, and priority issues raised by government level institutions, delivered to the OSCE within five working days after each roundtables, planned in October and in December, ensuring clarity and accuracy of the institutional feedback.A consolidated set of recommendations (1โ€“2 pages) to evaluate and update the Action Plan of the Strategy for the Protection and Promotion of the Rights of Communities 2023โ€“2027, delivered by 6 November 2025, ensuring all proposals are specific, actionable, and aligned with local needs identified during the roundtables and consultations with the government officials. A written section (minimum 1 page) for inclusion in the evaluated and revised Action Plan outlining clear measures to improve the socio-economic position and empowerment of women returnees, delivered within two weeks after the first roundtable.Bi-weekly email updates to the Project Manager on progress, challenges, and next steps throughout the assignment, and a comprehensive final report (3-4 pages) summarizing activities, outputs, and recommendations for future action, submitted to the Project Manager no later than 19 December 2025.

Necessary Qualifications:

Completed secondary education, supplemented by university degree, preferably on protection of national minorities; Minimum seven years of working experience in the field of protection and promotion of community rights;Excellent knowledge of English, including excellent communication and drafting skills;Professional fluency in the Albanian and Serbian languages, both oral and written; Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint) and internet research;Strong analytical, organizational, financial management, and logistical coordination skills;Experienced in research methods and project implementation;Holder of B-category driving licences
