Project Context and Scope ย Theย โEU4Migration in Albaniaโ project aims to support the implementation of effective, efficient, and EU-aligned border and migration management systems in Albania. The project is embedded in the strategic objective of the National Strategy on Migration (NSM) in achieving effective migration governance to address challenges and enhance migrationโs positive impact on development for the benefit of migrants and society. It also supports the GoA's 2023 commitment to improve the quality of asylum decision-making and decentralize procedures at the local level. ย Output 1.2 of the project โAdvance the implementation of the National Strategy/Action Plan through the deployment of seconded staff in relevant governmental institutionsโ envisions the engagement of ย secondees during the project, deployed to the Ministry of Interior (MoI) who will support the work of the Technical Secretariat on Migration (TSM) in monitoring, coordination and reporting on the NSM and AP implementation, as well as the selected institutions in the implementation of measures under their responsibility. ย Under the overall supervision of the IOM Head of Office, theย direct supervision of the EU4Migration in Albania Project Manager, and in close coordination with the assigned person at MoI, the consultant will support MoI for the implementation of the NSM and its AP by:
- Drafting and/or revising migration policies documents, as requested;
- Support the process for improving procedures for handling migrants and asylum seekers;
- Support the MoI in strengthening inter-institutional and international cooperation on migration issues;
- Preparing strategic documents and reports for the Ministry of Interior, as needed;
- Other related deliverables as requested by the Ministry of Interior. Organizational Department / Unit to which the Consultant is contributing ย The consultancy engagement will contribute to the successful implementation of the project EU4Migration in Albania (PX0611)ย Tasks to be performed under this contractย The local consultant based at the Ministry of Interior, will be responsible to:ย
- Analyze the current legal and institutional framework for migration.
- Provide recommendations for improvements in line with international standards and EU legislation.
- Assess compliance with migration standards and best practices in the European Union, and international conventions ratified by Albania in the area of migration, as well as with international humanitarian law standards and principles.
- Support the preparation of draft laws or secondary legislation on migration, return, and integration.
- Prepare technical documents such as analyses, reports, action plans, etc related to migration and asylum.
- Contribute to monitoring and evaluating the National Strategy on Migration and its Action Plan as well as other migration-related policies.
- Deliver trainings to the Ministry of Interior staff and other relevant institutions, as requested
- Carry out consultations with government institutions as appropriate to support reporting or clarify on the inputs provided when necessary, as requested
- Other related deliverables as requested by the Ministry of Interior.
The consultant will prepare and submit periodical reports that describe activities/deliverables on the referring period, accomplishments as well as issues and concerns impeding the progress in providing the outputs by the last working day of the reporting period.ย
The engagement of the local consultant will take place for up to 5 (five) working days per week / up to 20 (twenty) working days in total, per month based at MoI. The sign in and sign out timesheet, as well as the periodical reports, will be applied by signature of consultant and verified by the Director of the Directorate of Migration, Asylum, and Anti-Trafficking Policies at the Ministry of Interior.

Completed advanced degree from an accredited academic institution in Law, International Relations, European Studies, or other related areas.Experience
At least 5 years of relevant professional experience.Strong knowledge of EU standards and international practices regarding migration.Experience in law, border security, migration analysis, or migrant flow management is preferable.ย Experience in engaging with authorities and other stakeholders such as: Ministry of Interior, State Police, Ministry of Justice, etc is preferable.Previous experience working with UN agencies and other international organizations is preferable.Experience with legislative drafting, policy and action plan development, and European integration, , migrant, refugee and asylum issues or human trafficking prevention is preferable.Skills
