Result of ServiceThe Ethics Office seeks an experienced learning design consultant to support the review and development of Ethics Office training courses. The consultant will work under the supervision of the Ethics Office Project Manager, and work in close collaboration with subject matter experts across different streams of the Ethics Office. Work LocationRemote Expected durationThe consultant will work on a remote, part-time basis. The indicated level of effort is one month (22 working days) over a two-month period. Duties and ResponsibilitiesThe learning design consultant will complete the following deliverables: - Deliverable 1: Review of Ethical Management training course materials (7 working days) The Ethics Office is currently developing an in-house training course for middle level managers working with UNRWA. This two-day training course will be delivered in person. The learning design consultant will review the course materials (learning objectives, course outline, curricula and supporting materials) and provide quality assurance of the training course. The learning design consultant will make recommendations to strengthen the quality of the course and assist in developing case studies and supporting tools which may be required. The consultant will liaise with subject matter experts from UNRWA as required. - Deliverable 2: Development of Ethics Refresher e-course (10 working days) The learning design consultant will review existing UNRWA Ethics Office e-courses, including courses on: โ€ข Ethics and Integrity (90 minutes) โ€ข Anti-Fraud and Anti-Corruption (90 minutes) โ€ข Prevention of Sexual Exploitation and Abuse (90 minutes) โ€ข United to Respect: Preventing Sexual Harassment and Other Prohibited Conduct (90 minutes) These courses are mandatory for all new UNRWA personnel to complete within 3 months of joining UNRWA. Following the review, the learning design consultant will develop a single โ€˜Ethics Refresherโ€™ e-course in English. The e-course will be taken by all UNRWA personnel each 3 years to remind them of the most important ethical duties and obligations. The new e-course will indicatively be between 90 โ€“ 120 minutes in duration. Selected course content from the existing e-courses may be reused, however some new content will need to be developed including case studies and quizzes. A large bank of examination questions will be developed, with questions randomly selected from this bank to ensure the course can be repeated multiple times without compromising the integrity of the final exam. The learning design consultant will liaise with subject matter experts on the development of the course and will retain overall responsibility for the development of the course. The learning design consultant will submit a draft e-learning course in SCORM format. The draft course will be reviewed for content and uploaded for a two-week technical pilot period. Following the review and the technical pilot, the learning design consultant will revise the course to incorporate feedback provided by reviewers. - Deliverable 3: Review of Ethics Office learning portfolio (5 working days) The learning design consultant will review the portfolio of Ethics Office training courses (online and face to face) and training needs assessments conducted by the Ethics Office. The consultant will make recommendations to strengthen the quality and consistency of UNRWAโ€™s Ethics Office courses. As an indication, this will include: (a) Reviewing courses and course learning objectives (b) Providing recommendations on whether the learning objectives are appropriate, and whether the course content is appropriate to meet the indicated learning objectives. (c) Identifying opportunities to consolidate courses and integrate courses into structured learning pathways. (d) Identifying potential complementary learning methodologies including blended learning and micro-courses, which may strengthen learning outcomes. Qualifications/special skillsREQUIRED QUALIFICATIONS: - Advanced university degree (master's or equivalent) from an accredited educational institution in learning design, adult education, communications, social sciences, international relations, law, ethics or a discipline relevant to the role. - At least five years of relevant experience in face-to-face and e-learning design in an adult education environment. - Demonstrated experience using Articulate360 (Rise and Storyline) to produce e-courses. - Excellent command of written and spoken English. - Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship. DESIRABLE QUALIFICATIONS: - Experience developing training courses (online and in-person) in a UN agency or similar international organisation. - Experience developing training courses (online and in-person) which are relevant or related to ethics issues (for example, training courses on compliance, anti-corruption, prevention of sexual exploitation and abuse, sexual harassment, anti-discrimination, conflict of interest, social media, human rights, protection etc). - Strong interpersonal and teamwork skills - Excellent drafting and communication skills - Ability to work effectively in a multicultural team - Flexibility and adaptability LanguagesEnglish and Arabic are the working languages of UNRWA. For this assignment, fluency in English is required. Knowledge of Arabic is an advantage but is not a requirement. REMUNIRATION: - This is a part-time assignment with a full-time equivalent rate of USD 7,924.34. The indicated level of effort is one month (22 working days) over a two-month period.
