Background:
Following the successful delivery of the first Serbian language course in November 2023, February 2024, and December 2024, the activity will continue to foster the capacity of the University of Prishtina to respond to the growing need for language professionals in public administration, as also evidenced in recent Mission assessment. In the longer-term, the activity will contribute to the enhancement of institutional compliance with legal and policy frameworks on language.
The purpose of the consultancy is to support the University of Prishtina to deliver Albanian language courses for various target groups (law enforcement institutions). Participants will be identified through an open call issued by the Language Centre, and through targeted outreach to specific institutions.
Objective of Assignment:
The main objective of the language courses is to enhance the capacity of the University of Prishtina to provide Albanian language training for law enforcement personnel, thereby supporting institutional compliance with language rights and improving communication in public administration.
Duration of Assignment:
The Consultant will be hired for 60 working days.
Tasks and Responsibilities:
To develop an Albanian language course for civil servants, in co-ordination with the Language Centre Co-ordinator at the Faculty of Philology;Conduct a pre-course knowledge assessment (test);To deliver at least 60 classes during the three-month language course (if needed, divided into different groups, depending on participantsโ requests and level of proficiency);To keep online records of student attendance and tests results, and report periodically to the OSCE Activity Manager and to the Language Centre Co-ordinator;To submit a final report to the OSCE Activity Manager and Language Centre Coordinator, including expert advice on sustainable learning of official languages.
Deliverables:
By 20 September 2025, the Consultant submits a comprehensive course outline to the Activity Manager.By 20 September 2025, the Consultant conducts a pre-assessment for assessing the end-of-course increase in proficiency.
Performance Indicator: The outline includes a breakdown of topics, learning objectives, and proposed materials.
By 10 December 2025, the Consultant conducts 60 classes (45 minutes each).Performance Indicator: Classes are held regularly and according to the agreed schedule.
Throughout the consultancy, between September through December, the Consultant maintains regular communication with the OSCE Activity Manager and Language Centre Co-ordinator, and submits studentsโ attendance lists upon request.
Performance Indicator: Positive and constructive communication is maintained throughout the consultancy, and attendance lists are submitted monthly.
By 12 December 2025, the Consultant submits the final report to the Activity Manager.
Performance Indicator: The report is submitted timely and summarizes the course delivery process, highlights key achievements, and identifies any challenges encountered.
Necessary Qualifications:
Master degree is mandatory. Doctoral degree in the field of Albanian language, pedagogy/education or similar is preferable;Minimum five years of demonstrable professional experience in lecturing Albanian language; Experience in teaching Albanian to Serbian-speakers in Kosovo;Knowledge of Serbian and/or English is desirable.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
