How can you make a difference?ย 

Under the direct supervision of the Health Manager at UNICEF Timor-Leste, provide technical support to strengthen the capacity of the national-level team, which can in turn support the strengthening of municipal and ultimately health centre-level EPI capacity through joint monitoring, supportive supervision, leadership, and tailored training. The emphasis is on achieving sustainable health system strengthening through skills-transfer from partners to EPI/MOH staff.

WORK ASSIGMENT:

1.ย  Technical support to national EPI department, health promotion unit and municipalities health services to update the microplanning

2.ย  Technical support to national EPI department to implement GAVI funded activities, and assist the national finance directorate to disburse funds to the municipalities

3.ย  Technical assistance to municipality health services to scale up vaccination through static health facilities and outreach services

4.ย  Support municipalities health services on vaccines (routine antigens) management; daily uptake, storage status and potential wastage and cold chain status

5.ย  Technical support to MoH to implement the national EPI review recommendation, development and costing of national immunization strategy 2024-2030

6.ย  Technical support to Municipalities health services in data collection in case of any humanitarian crisis. It includes data from rapid assessment, beneficiaries reached with emergency health response, number of referral cases, CFR, number of children and mothers in temporary shelters

7.ย  Monitor the cold chain status at national, municipal and health facilities level

8.ย  Technical support to national EPI department in annual vaccines forecast 2027,

9.ย  Technical support to INSPTL to update the immunization training modules

10.ย  Technical support to national EPI department to develop a new GAVI proposal 2026-2030

11.ย  Contribute to the internal and external documents to reflect UNICEFโ€™s role, coverage and impact with humanitarian responses

12.ย  Support the national ware house and Municipality health services to improve vaccine wastage, status of cold chain equipment and vaccine utilization

13.ย  Technical support to EPI department, MCH department and INSP TL to roll-out EPI, and MNCH trainings

14.ย  Technical assistance to UNICEF Health team.

DELIVERABLES:

1.ย  Develop microplanning and budgeting at municipal level. Strategy to include children out of school and children in hard-to-reach community

2.ย  Develop the detail implementation strategy with the activities and budget

3.ย  Monthly Joint monitoring and support supervision to all CHCs and outreach sites in the municipality to deliver in-service training / mentoring to newly recruited health staff on routine vaccines administration, cold chain and management of adverse effects following vaccination

4.ย  Weekly/monthly report on routine immunization utilization and vaccines stock balance at national and regional warehouses

5.ย  Technical assistant to develop a costed national immunization strategy 2024-2030

6.ย  Daily / weekly report on other humanitarian responses such as diseases outbreaks, flood etc

7.ย  -ย Joint visit to municipalities, community health centers and health post

8.ย  Submission of vaccines forecast to UNICEF supply Division by November 2026

9.ย  Targeted training and or re fresher training of newly recruited Health workers on data management, cold chain and routine ย immunization

10.ย  MoH to submit a new proposal to the donor

11.ย  Health data weekly Sitrep reports

12.ย  Technical support to EPI technical working group to conduct monthly meeting. Prepare the meeting agenda, meeting minutes and share with all partners

13.ย  Analysis of the utilization of essential health services (MNCH) across the six municipalities supported by UNICEF

14.ย  Contribution to program proposals, donor reports and other program documents.ย

To qualify as an advocate for every child you will haveโ€ฆย 

Education:

Advanced university degree in medicine, public health, social sciences, statistics, planning development, and/or related field is required. Degree in epidemiology or biostatistics will be an added advantage.

Experience:

Essential: Masterโ€™s degree in Public Health (MPH) / medical statistics / epidemiology or an equivalent degree from a recognized University or College including any equivalent experience. At least 5 years of work experience with management information systems in large organizations or at country level. Demonstrated experience in data collection, data analysis as well as preparing reports and presentations. Sound knowledge of HMIS, data analysis and management. Good interpersonal and communication skills and good analytical skills. Solid experience with common Microsoft Office packages and advanced MS Excel skills and experience working with large datasets required. Knowledge and understanding of the UN system and capacity to promote consensus and establish positive working relationships and work in a team. Integrity, tact, discretion and demonstrated sensitivity to cultural differences. Desirable: Familiarity with the work of UN agencies in health system strengthening. Experience in Timor-Leste or other Pacific Island countries is an added advantage.

Skills:

Excellent coordination, communication, cross-cultural and negotiation skills. Ability to convene and work with all relevant as part of a team. Gender sensitivity and understanding of cultural diversity issues. Capacity to work under pressure and with a high degree of independence.
