Project Context and Scope
ย Tunisia has undergone significant demographic and migratory transitions in recent years, linked to its geographical position at the intersection of North and Sub-Saharan Africa. Acting as a key transit point toward Europe, Tunisia has witnessed increasing inflows of migrants and asylum seekers due to due to various regional and socio-economic factors.ย ย The Tunisian government has intensified its efforts in implementing data-driven migration governance strategies, as these dynamics highlight the need to address both internal realities and cross-border pressures. In response to this need, the Government of Tunisia, through theย Institut National de la Statistique (INS), conducted theย 13th General Population and Housing Census (RGPH 2024)โ€”a comprehensive national exercise designed to generate updated, disaggregated, and policy-relevant demographic and socioeconomic data. Uniquely, the 2024 RGPH includedย expanded modules on international and internal migration, providing a valuable opportunity to analyze migration-related trends and profiles at both national and subnational levels. ย  As part of its mission in Tunisia, IOM is providing technical and methodological support and analysis of migration data for the 13th General Population and Housing Census (RGPH) 2024, conducted by the National Institute of Statistics (INS) with the support of the United Nations System. This census aims to provide up-to-date and reliable demographic and socio-economic data that aims to improve public policies and development programs, while strengthening statistical governance and promoting sustainable development based on up-to-date data.ย  ย  IOM intervention is implemented within the framework of โ€œthe Regional Migration Governance Project โ€“ Integrated Migration Managementโ€ (RMGP-IMM), funded by the Ministry of Foreign Affairs of Denmark. The RMGP-IMM project promotes effective migration management in the southern Mediterranean region through a comprehensive, data-driven approach that involves the entire government and society and focuses on developing national strategies for managing migration flows, strengthening regional cooperation, and digitizing data processes to enhance decision-making, combat organized crime, and better manage regular migration[MI1]ย  ย  Organizational Department / Unit to which the Consultant is contributing

  1. First deliverableย โ€“ Develop a tabulation plan and structure of the report to ensure that tabulations of the general census data allow the identification of relevant variables for the analysis of the various aspects related to migration. Define the methodological approach and framework of the analysis as well as the structuring of the content of the \"Flash Migration\" and the more in-depth analysis. Perform data cleaning, sorting and analysis using the most appropriate management and analysis tools.ย Coordinate with the INS team in charge of this analysis, as well as with IOM, the structure and content of the in-depth report and flash migration. Write a study report of at least 20 pages based on this analysis. โ€“ย 
  2. Second deliverableย โ€“ย Develop a 4-page Summary in the form of a thematic bulletin presenting the key results of the study of migration data. Coordinate with the INS team the content and writing of this bulletinย 
  3. Third deliverableย Inclusion of thematic migration analyses in theย 12 thematic bulletins of the RGPH 2024.ย Identify opportunities to integrate migration-related data into other thematic flashes, in coordination with the NSI and other UN agencies in charge of supporting the production of these flashesย  Education
  4. Master's degree from an accredited institution in demography, statistics, social sciences or a related field. Experience
  5. Proven experience of at least 5 years in the analysis of census data and/or migration surveys, in collaboration with national statistical institutes or other international statistical bodies.
In-depth knowledge of migration issues, with expertise in leveraging migration data to develop detailed migration analysis and studies. ย  Skills Proficiency in the use of Excel Pivot table, Power BI and other statistical tools.ย  Excellent graphic design skills, with a demonstrated ability in the field of data visualization and dissemination. Excellent writing and communication skills in French and/or Arabic. Knowledge of English is preferable both written and oral. Good organizational and time management skills. Ability to work independently. Languages English and French are required IOMโ€™s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
