Qualifications
OBJECTIVES OF THE PROGRAMME
To support the Ministry of Health and Population (MoHP) in establishing the technical, legal, institutional, and financial conditions necessary for the creation and operationalization of a National Health Fund. This Fund should be aligned with the principles of Universal Health Coverage (UHC), the Ten Presidential Impulses, the paradigm of health sovereignty, and internat practice.
DESCRIPTION OF DUTIES
The consultant will work under the supervision of the Directorate of Resources of the MoHP, in close collaboration with the Ministry of Finance.
A restricted technical committee chaired by the Minister of Health will oversee the mission, validate deliverables, and facilitate access to data and stakeholders.
WHO, as a technical partner to the MoHP, will provide support through:
โข ย ย facilitation of consultations,
โข ย ย provision of relevant information,
โข ย ย technical review of deliverables.
โข ย ย The consultant will also benefit from minimal logistical support provided by the MoHP (office space, facilitation of meetings, technical focal point).
Description of Duties
The consultant will be responsible for the following main tasks:
โข ย ย Documentary review: analysis of the National Health Policy, Presidential Impulses, macro-budgetary framework, fiscal studies, and existing laws.
โข ย ย Situational analysis of health financing: public expenditure, aid effectiveness, domestic resource mobilization, and current mechanisms.
โข ย ย Stakeholder mapping: roles, interests, institutional capacities, and level of engagement.
โข ย ย International benchmarking: analysis of good practices from comparable countries (Rwanda, Ghana, Burkina Faso, etc.) that have institutionalized health funds or strengthened health sovereignty.
โข ย ย Fund modeling: financial architecture, resource flows, allocation criteria, transparency mechanisms, and articulation with community-based insurance schemes.
โข ย ย Legal framework proposal: preparation of a draft law, decree, or by-law aligned with national frameworks.
โข ย ย Development of operational manual of procedures: management, transparency, resource monitoring, and multisectoral coordination.
โข ย ย Multi-stakeholder consultations: organization of national validation workshops with government, civil society, local authorities, and partners.
โข ย ย South-South learning mechanism: proposal of a study tour or peer-learning forum in Bangui.
โข ย ย Development of a costed action plan with short-, medium-, and long-term priorities
Expected Deliverables
Analytical report on the current health financing system in CAR;
โข ย ย Concept note on the Health Fund (architecture, governance, financial flows);
โข ย ย Draft legislative or regulatory text;
โข ย ย Operational and financial management manual of procedures;
โข ย ย Strategic and operational roadmap for implementation;
โข ย ย Consultation reports with stakeholder matrices;
โข ย ย Final consolidated mission report including recommendations and sustainability perspectives.
REQUIRED QUALIFICATIONS
Education
Essential: Advanced university degree (Masterโs or Doctorate) in public health, health economics, public administration, public finance, or a related field.
Desirable: Additional training or certification in health financing, UHC, or governance of social protection systems.
Experience
Essential: ย A minimum of 07 yearsโ experience of professional in the design, implementation, or evaluation of health financing mechanisms, particularly in low-income settings.

Desirable: Direct experience in the establishment or reform of public/parapublic health funds; professional experience in Sub-Saharan Africa with good knowledge of macroeconomic, legal, and social policy contexts.
