Purpose of consultancy:

UNFPA plays a key role in humanitarian response, providing essential support in reproductive health, gender-based violence (GBV) protection, and safeguarding the rights and well-being of women and girls affected by crises.
The selected candidate will provide ICT software and hardware services to UNFPA Moldova Country Office. The office has 50 staff and personnel.

Scope of work:

The objective of this Consultancy is to provide high quality ICT support on hardware and software maintenance to UNFPA Moldova Country Office and 50 staff and personnel. In close cooperation with the Regional ICT Associate and HQ ITSO, the Individual Consultant will provide the UNFPA Moldova CO with support and maintenance services while improving the ICT infrastructure which shall include but not limited to: Hardware, Software, Data base, IT trainings and ICT capacity development activities. The Consultant will be tasked to ensure full compliance of the UNFPA Moldova CO with the corporate ICT standards and requirements.
Duties and responsibilities:
Provide IT support:
Provide daily on-site support on the usage of software and hardware. Provide remote ICT support, using GoogleMeet and Zoom etc. Troubleshoot on operational IT problems, provide assistance in finding solution. Provide IT support in organization of events at external locations as necessary. Ensure compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment. Assist in preparation of specifications and configurations for purchasing of computer equipment and/or expendable materials.Monitor and control effective functioning of the ICT hardware and software:
Monitor the use of ICT equipment, organize for periodic maintenance routine repair and (or replacement as necessary and in consultation with UNFPA Operations Manager). Ensure installation of corporate operating system, in-house software and related upgrades. Assist users in setup of installed software, upgrading of operating system and antivirus software on a timely and regular basis. Support the users in backing up and restoring data as well as virus detection, removal and prevention. Perform other specific technical functions, including changing of hardware electronic components (disks, memories, networking wiring, power sources etc.).Support network administration and security:
Respond to office needs regarding network access. Implements IT related security measures as per corporate guidance. Assist in troubleshooting and monitoring of network problems. Perform other specific technical functions, including replacement of network equipment (switches, access points etc.). ย Provide administrative support: Maintain an up-to-date inventory of software and hardware. Contribute to the development of the ICT Disaster Recovery Plan and testing. Provide other ICT support as required by the office.Performance Indicators for Evaluation of Results:
Quality end-user support and advice to the staff provided in due time. ICT equipment and LAN maintained operational and in good working conditions. End users computers protected from virus attacks. Quality ICT support provided to UNFPA Moldova CO. Quality of work and timeless of outputs.The Consultant will perform other duties within their functional area as deemed necessary for the efficient functioning of theย office.
Duration and working schedule:
Duration of assignment: 9 June โ 31 December 2025 (up to 10 working days per month).
Total number of working days is estimated at: up to 70 full working days.
Place where services are to be delivered:
The work will be performed by the National Individual Consultant within the UNFPA Moldova Country Office in Chisinau.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The National Consultant is expected to complete and submit the following deliverables on the specified dates. Deliverables will be based on monthly reports. The time needed to complete all works will be agreed with the Operations Manager prior to being carried out. The Consultant needs to fill out a breakdown of the tasks performed, work completed, and days worked in the monthly report and submit it to the Operations Manager.
Deliverables Deadlineย Brief Monthly Narrative Activity Report in English language on the achieved results shall be developed and submitted to UNFPA Moldova Country Office, in electronic format (not more than 3 pages overall). Report must included number of working days and tasks and work performed. Last calendar day of each monthย
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The monitoring will be ensured through regular information on progress via: e-mail, phone calls, and joint on-line calls/meetings, and monthly reports. The Consultant is expected to participate in overall staff meetings.
At the end of each completed month of service, the National Consultant will provide a brief monthly narrative activity report.
Supervisory arrangements:ย
The ICT Consultant will work under the direct supervision of the Operations Manager and in close collaboration with Regional ICT Specialist and UNDP IT Unit.
Expected travel: No travels are envisaged under the current assignment. In the case of unforeseeable travel, payment of travel costs will be covered by UNFPA in line with corporate policy and procedures.
Required expertise, qualifications and competencies, including language requirements:
The UNFPA Moldova Country Office is looking for a National Individual Consultant who has the following educational background, qualifications and expertise:
Education:ย
Completed Secondary Level Education required. University Degree in Computer Science desirable.ยKnowledge and Experience:ย
Minimum 5 years of relevant working experience in the areas of end-userโs support, including support to management of hardware and software platforms, relevant office equipment. Knowledge of Microsoft Operating systems (Windows 10 and 11), applications, office software and other generic applications. Network administration with experience in computer networking -TCP/IP routing, switching, knowledge of the design implementation and maintenance of the information and telecommunications systems and services or other relevant areas. Working experience with any enterprise network equipment support and configuration would be a strong asset. Experience working with Google Workspace. Experience with international organizations will be an asset.ยLanguages:
Working language of English and Russian, fluency in Romanian is required. Working knowledge of one or more additional languages relevant to Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, would be an asset.Inputs / services to be provided by UNFPA or implementing partnerย UNFPA will provide the Individual consultant with the necessary information and materials for the fulfilment of tasks and office space, access to the internet, printer, etc.ย

Basis of payment:
Payment will be conducted on monthly basis, upon submission and approval of the monthly narrative report describing the deliverables as stipulated in the current Terms of Reference and the Time Sheet with de facto working days, in the agreed format and due quality, and certification by the UNFPA Operations Manager of the successful performance of the Individual National Consultant.ย
The fee per day will be established based on the requirements included in this Terms of Reference and the consultant's expertise, in alignment with UNFPA Policy and Procedures for Contracting Individual Consultants.ย
The ownership of the outputs under this consultancy will remain with the UNFPA Moldova Country Office.
Consultantโs performance will be evaluated against such criteria as: timeliness, responsiveness, initiative, communication, accuracy, and quality of the products delivered.
Prerequisites for concluding the Contract with Individual Consultants:
