Description of the Assignment: To provide data-driven insights for the restructuring of Serbiaโs FDI promotion framework by analyzing the historical performance of FDI-supported projects and forecasting investment behavior under revised incentive schemes that emphasize value addition, local content, and long-term economic retention. To review the portfolio of FDI projects supported by the Development Agency of Serbia from 2014 to 2024, identify key financial trendsโespecially indicators of transitory investmentโand develop an analytical matrix to assist in ex-ante screening of future FDI applications. The consultant will also prepare a case study with a modelled business plan under the proposed incentive structure targeting high-value manufacturing investments.Period of assignment/services: June 2025 - December 2025
