Job Summary:

The HMIS Technical Advisor provides strategic and technical leadership in strengthening digital health information systems to support HIV, Malaria, maternal and child health (MCH), and global health security (GHS) program implementation and other projects. The advisor is responsible for designing, maintaining, and optimizing national and project-specific databases to ensure high-quality data collection, reporting, analysis, and use. S/he works closely with government counterparts, including National Center for HIV/AIDS, Dermatology and STD (NCHADS), National Maternal and Child Health Center (NMCHC), National Center for Parasitology, Entomology and Malaria Control (CNM), CDC Cambodia, PHDs, implementing partners, and community-based organizations to improve data quality, interoperability, and real-time information use for lifesaving service delivery.

The functions of this position include:

  • Provide technical support to design, upgrade, and maintain project and national health information systems including HIV program databases, Malaria, MCH and GHS digital platforms to ensure reliable, user-friendly, and secure data systems.
  • Assist data quality assessments, perform validation and verification checks, and support national and sub-national teams to improve the accuracy, completeness, and timeliness of reporting.
  • Support to develop analytical dashboards and reporting tools aligned with national indicators; generate insights to support program performance review, gap identification, and evidence-based decision-making.
  • Provide ongoing mentoring, coaching, and training to NCHADS, NMCHC, CNM, PHDs, health facilities, and implementing partners on digital systems, data use, and M&E processes.
  • Support national and provincial teams to analyze and interpret data for improving HIV testing, treatment retention, viral load suppression, Malaria, MCH outcomes, and GHS preparedness.
  • Collaborate with government units, donors, and partners to ensure interoperability between systems, alignment with national strategies, and smooth data flow from community to national levels.
  • Contribute to M&E planning, indicator tracking, reporting to donors, and documenting program achievements across HIV, MCH, Malaria, and GHS activities.
  • Identify digital solutions and new tools that enhance service delivery, streamline reporting, and support Cambodiaโ€™s movement toward a more integrated and resilient health information system.

    Accountabilities:

    • Maintain stable operation of digital health information systems and proactively address system issues, risks, and bottlenecks to avoid disruptions in data reporting and lifesaving service delivery.
    • Uphold national data standards, confidentiality, and security protocols across all HIV, Malaria, MCH, and GHS information systems and other areas when required, ensuring ethical handling and protection of sensitive health information.
    • Ensure timely availability of high-quality data and analytics to support national and provincial leadership in making strategic, data-informed decisions.
    • Serve as a primary liaison between project teams, government agencies, donors, and technical partners to ensure alignment of digital health investments and consistent implementation across all levels.
    • Promote new digital tools, improve system connections, and support technologies that strengthen program results and health outcomes.
    • Monitor system upgrades, track progress on recommendations, and ensure issues are addressed at national and provincial levels.
    • Foster long-term sustainability by equipping government counterparts with the skills and systems needed to manage and use digital health platforms independently.
    • Ensure effective coordination with government counterparts and partners to align digital health priorities and support national data initiatives.
    • Oversee adherence to national data governance, confidentiality, and security standards across all project-supported systems.
    • Monitor implementation progress of digital health activities and troubleshoot system issues to ensure continuous functionality.
    • Support planning and execution of system upgrades, data migration activities, and new digital tool rollouts.
    • Lead documentation of system workflows, user guides, and technical manuals for sustainability and handover.
    • Facilitate regular data review meetings at national and sub-national levels to strengthen data-driven action for lifesaving services.
    • Ensure timely preparation of technical reports, presentations, and inputs for donor and government reviews.
    • Coordinate with developers, consultants, and stakeholders to ensure solutions meet technical requirements and user needs.
