EpiC Lesotho Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will expand HIV case finding in the community, optimize treatment initiation and support treatment continuity in Maseru, Mafeteng, Mohaleโ€™s Hoek and Thaba-Tseka districts.

Job Description

Reporting to the Senior Technical Advisor, the Senior Technical Officer is responsible for providing technical support and oversight to district teams and partners for effective planning, implementation, monitoring and evaluation of the HIV prevention, care and treatment interventions, in line with global, regional and local protocols.   • Development and implementation of innovative social mobilization and demand creation interventions for increased identification, mobilization of target populations in the four districts
  • Provide technical support and oversight to district teams and partners for effective planning, implementation, monitoring, and evaluation of HIV prevention, testing, care, and treatment services, in line with national and international standards.
  • Guide the development and implementation of innovative social mobilization and demand creation strategies to increase uptake of HIV services among target populations.
  • Strengthen and support systems for effective referrals and linkages across the continuum of care, from HIV testing to enrolment,retention in treatment and viral load monitoring.
  • Ensure provision of high-quality HIV prevention services, including PrEP for eligible populations per PEPFAR lifesaving waiver, HIV testing, and care and treatment support (including optimal ART, Advanced HIV Disease/Tuberculosis/Opportunistic Infections Management, DSD, Multi-Month Dispensation)both at facility and community levels.
  • Conduct regular supportive supervision and capacity-building activities for district teams and partners to enhance program quality and effectiveness.
  • Support development, implementation, and updates of work plans, standard operating procedures (SOPs), and guidelines to align program delivery with technical standards and protocols.
  • Coordinate and engage with implementing partners, stakeholders, and district teams to track work plans, share progress, and foster collaboration for improved program outcomes.
  • Contribute to data collection, data quality checks, verification exercises, and maintenance of M&E reporting tools and systems.
  • Use program data to support evidence-based decision-making and participate in progress meetings and quality improvement initiatives.
  • Contribute to the documentation and dissemination of program results, lessons learned, and best practices.
  • Support troubleshooting and timely resolution of implementation challenges and bottlenecks to ensure achievement of targets.
  • Perform any other duties as may be assigned by the supervisor.

    Qualifications and Experience:

    • A health-related bachelorโ€™s degree, with a minimum of 6 yearsโ€™ experience in similar role
    • A post graduate qualification is an added advantage
    • Experience providing technical support and capacity building to local implementing partners
    • Meticulous work ethic and organization skills with the ability to simultaneously manage multiple complex tasks with a high degree of uncertainty, set priorities, and work independently with strong attention to detail.
    • Excellent written and oral communication skills with efficiency to identify and consolidate key takeaways, and effectively translate insights based on target audience.
    • Strong interpersonal and stakeholder engagement skills, with proven ability to build and maintain strong relationships in a diverse environment
    • Proficiency in Microsoft Office, particularly Excel, PowerPoint and Word, including strong data visualization skills using these platforms or others.
    • Preference is for Lesotho nationals.
