About the Hiring GroupWe are seeking a highly motivated and experienced Health Informatics Specialist for a CDC-funded project aimed at strengthening disease and event surveillance to support public health preparedness and response in the DRC. This initiative, in partnership with the US-CDC and the DRC government, focuses on reinforcing public health infrastructure for rapid and effective responses to epidemics, health threats, and international public health emergencies. RTI will support epidemic disease surveillance, response to government-declared outbreaks, and collaborates with local partnersโ€”including the Ministry of Health, provincial health divisions, and NGOsโ€”to enhance integrated electronic disease surveillance (eIDSR) and event-based community surveillance. The project also supports the integration of a laboratory information system.This is a full-time role based in Kinshasa, requiring travel to CDC-identified priority areas within the country. The position is offered as a one-year fixed-term contract, renewable annually, and reports to the Project Director. What You'll DoSupport capacity building for the Ministry of Health, epidemiological surveillance directorate, national laboratory directorate, COUSP, provincial health divisions, and health facilities to develop, strengthen, and use an integrated electronic disease surveillance and response platform (eIDSR) for collecting, reporting, managing, and analyzing epidemiological data, in line with the national health information system framework and national health security action plan.Ensure integration of a national laboratory information system (LIS) with DHIS2 in identified provincial laboratories.Collaborate closely with the COUSP team during outbreak responses to support epidemic data management.Work with the SNIS directorate to address issues related to DHIS2 server management.Serve as the technical interface with other partners involved in electronic surveillance.Lead and support project team members in developing and managing electronic data collection systems for project activities (surveys, evaluations, etc.).Organize training for the Ministry of Health, partners, and RTI team members on electronic data collection tools.Develop standard operating procedures for epidemiological data management and system configuration, in collaboration with the Ministry of Healthโ€™s epidemiological surveillance directorate.Assist the Ministry of Health in developing SOPs for eIDSR platform governance to ensure data accuracy, security, and legal/regulatory compliance with national standards.Provide ongoing support to the Ministry of Health and eIDSR platform users via phone, email, or web.Evaluate technical components of contracts with consultants, technical staff, and service/product providers related to eIDSR platforms.Design and develop robust data visualization solutions.Coordinate with headquarters technical advisors and seek their support as needed What You'll NeedBachelor's Degree and 5 years of experience, Master's degree and 3 years of experience or PhD and 0 years of experience, or equivalent combination of education and experience.Experience in digital health project management and health sector information systems.Experience in creating, reviewing, and administering IT contracts, service level agreements, and SOPs.Strong project management, interpersonal, and communication skills (oral and written).Experience in software quality assurance and development methodologies.Required experience in DHIS2 configuration, deployment, and management; DHIS2 Android and API experience preferred.Proven ability to transfer technical skills through mentoring.Experience analyzing large-scale government systems in health, education, or governance, with a focus on enterprise systems evaluation.Excellent knowledge of MS Word, Outlook, PowerPoint, Excel Ability to manage multiple priorities Ability to work well with others Ability to listen and communicate well both verbally and in writing Ability to work independently Attention to detail and accuracyEnglish proficiency preferredApplications are open only to Congolese nationals or permanent residents
