Qualifications
BACKGROUND:
Mozambique continues to face challenges in ensuring sustainable, efficient, and equitable financing for health. WHO supports the Government of Mozambique in strengthening its health financing system, including improving resource mobilization, financial management, purchasing of care, all within the context of implementation of the National Health Financing Strategy (NHFS), aligned with UHC, SDG 3 and the Lusaka Agenda.
ย In this context, WHO Mozambique seeks a full-time national consultant (NOC level Health Financing officer) to provide technical assistance, policy advice, and coordination support on health financing reforms and the operationalization of health financing national strategies and global commitments, for the period of 6 months.
OBJECTIVE
The consultant will support the Ministry of Health (MISAU) and relevant partners in designing, implementing, monitoring, and evaluating health financing policies and strategies, with a focus on sustainability, equity, efficiency, and results-based management.
TASKSย
Under the direct supervision of the ULC Cluster Coordinator and overall guidance of the WHO Representative, the incumbent will:
1.ย ย ย ย ย ย Provide technical assistance to MISAU in the monitoring, and revision of the National Health Financing Strategy
2.ย ย ย ย ย ย Support integration of health financing priorities into national development and budget frameworks
3.ย ย ย ย ย ย Support the policy dialogue on equitable resource mobilization, financial risk protection, and efficient service delivery
4.ย ย ย ย ย ย Provide evidence-based advice on health financing reforms, including provider payment systems, pooling, budgeting, and purchasing
5.ย ย ย ย ย ย Support costing and financial analysis of health programs, including a national health financing review
6.ย ย ย ย ย ย Contribute to National Health Accounts (NHA) production, institutionalization, and use
7.ย ย ย ย ย ย Support the health financing technical working group (TWG) and contribute to joint health sector reviews and HSS coordination platforms
8.ย ย ย ย ย ย Coordinate WHOโs technical inputs across partner working groups on financing, budgeting and UHC
9.ย ย ย ย ย ย Build capacity of national and provincial stakeholders on health financing concepts and tools that relate to resource mobilization, pooling and management, and purchasing of services
10.ย ย Develop policy briefs, reports, and presentations on financing trends, challenges, and opportunities.
11.ย ย Monitor progress against health financing indicators, including catastrophic and impoverishing health expenditures
1.ย ย ย ย ย ย Contribute to WHO reports and knowledge products on health financing and systems strengthening
2.ย ย ย ย ย ย Represent WHO in relevant fora on health financing and public financial management

DELIVERABLES:
1.ย ย ย ย ย ย An inception plan detailing how the process will be conducted, in line with WHO guidance on health financing reviews
2.ย ย ย ย ย ย Data analysis and validation to support the production, institutionalization, and use of NHA.
3.ย ย ย ย ย ย Technical report on health financing policy implementation and analysis of financial flows.
4.ย ย ย ย ย ย Report on a national health financing review, with recommendations on improving financing sources, management and purchasing arrangements for health in Mozambique
5.ย ย ย ย ย ย Documents for the National Dialogue on Health Financing Develop (at least two background papers and two policy briefs).
6.ย ย ย ย ย ย Inputs such as proposed indicators and analysis to support the NHFS monitoring framework and reviews.
7.ย ย ย ย ย ย Technical contributions to working groups and joint reviews (at least four meetings of the Health Financing Technical Working Group (TWG) and joint partner reviews).
8.ย ย ย ย ย ย At least one technical workshop with national stakeholders on health economics topics.
9.ย ย ย ย ย ย WHO mission reports produced and contribute data to global reporting systems.
EDUCATION QUALIFICATIONS
Essential
First University Degree in Economics or Health or a related related field.
Desirable
Advanced university degree (Masterโs level or higher) in health economics, public health, public finance, or related discipline.
EXPERIENCE
Essential
At least 5 years of relevant experience in health financing, health systems, or public financial management of a developing country. Excellent knowledge of policy making, planning and financing processes in the health sector and health coordination mechanisms and partnerships.
Proven experience supporting Ministries of Health or Finance in policy design and implementation.
Familiarity with Mozambiqueโs, or any other lusophone countryโs health sector and PFM systems is an added advantage.
Desirable
Experience working with multilateral organizations or donors is an asset.
