PurposeThe International Maritime Organization (IMO) is a specialized agency of the United Nations and frequently engages consultants to support key aspects of its work. Under the overall supervision of the Director of Technical Cooperation and Implementation Division, the consultant will provide maritime related financial expertise on a project designed to support Ukraine in addressing their maritime hardware and infrastructure needs through financial analysis, proposal of financing mechanisms and donor engagement guidance for Ukrainian authorities
Duties and Responsibilities1. Conduct a financial analysis of required maritime infrastructure and equipment for meeting requirements of IMO instruments implementation.2. Identify procurement sources, supply chains, and estimated delivery timelines.3. Assess sustainability and maintenance requirements for the proposed equipment.4. Develop a costing framework that aligns with expectations of potential donors and propose financing mechanisms, including potential public-private partnerships (PPPs).5. Working together with a maritime expert, deliver an in-person training workshop for Ukrainian officials on donor proposal writing, financial negotiations and best practices in maritime infrastructure funding.6. Provide training workshop and feedback evaluations.7. Develop a donor engagement guidance document for Ukrainian authorities
Required CompetenciesKnowledge and expertise in infrastructure finance and costing, donor funding strategies and proposal development.Experience in advising governments on donor engagement for maritime infrastructure projects and strong understanding of costing and financial modelling for maritime infrastructure projects and hardware.Solid communication skills, including drafting and editing technical texts and ability to present complex issues orally in a clear manner.Thoroughness and good attention to detail in all responsibilities, ensuring accuracy in delivery and implementation.Ability to coordinate activities and resources.Ability to work effectively under pressure with a positive and solutions-oriented approach.Ability to build and maintain effective working relationships with internal and external stakeholders, at all levels including in an international, cross-cultural context.Analytical problem solving, strong time management skills
ExperienceA minimum of 10 years progressive working experience in infrastructure financing and donor engagement
EducationAdvanced university degree in finance, economics or another closely related field is essential
Language SkillsProficiency in English, both written and oral, is essential. Working knowledge of other UN languages would be an asset
OthersCompetent in the use of relevant IT applications including advanced skills in MS Office and financial modelling is essential
