The EIB, the European Union's bank, is seeking to recruit for its Information Systems Directorate (IS), Business Technology Solutions Department* (BTS), Application Engineering & Integration Division* (AEI) at its headquarters in Luxembourg, a Head of Application Engineering & Integration Division**.

Purpose
You will take charge of our application engineering and integration capabilities, driving the platforms and practices that power the Bankโs digital transformation. You will also be in charge of a portfolio of bespoke business applications, ensuring they are engineered, maintained, and evolved in line with strategic, technical, and business expectations. You will unite integration operations, engineering enablement, innovation, and bespoke development under one vision, enabling impactful engineering solutions that accelerate the Bankโs digital journey.
Operating Network
You will report to the Head of the Business Solutions Department and work closely with the other Heads of Divisions of the Directorate, as well as with business users who participate in projects and initiatives led by the Division.
Accountabilities
Define and drive the Bankโs application engineering and integration strategy to support IT and digital transformation. Govern, together with EA, Bankโwide engineering standards and best practices across all application technologies. Lead the development and continuous improvement of secure, scalable, and costโeffective integration platforms. Build and run an engineering enablement function that provides frameworks, tools, and expert support. Ensure engineering standards are applied in practice by overseeing key bespoke or strategic developments. Ensure security, resilience, and risk mitigation across all application engineering and integration activitiesMonitor and manage projects and programmes to deliver expected benefits on time and within budget. Propose and maintain an effective structure, operating model, and performance framework for the Division.Recruit and develop skilled staff while fostering an inclusive, highโperformance engineering culture. Optimise technology and vendor landscapes to ensure value, compliance, and strong performance. Ensure reliable dayโtoโday services by promoting automation and DevSecOps across the application lifecycle. Represent the Division in crossโfunctional initiatives to embed engineering, integration, and innovation perspectives. Track technology trends and scale relevant innovations to keep the Bank aligned with industry best practice.Qualifications
University degree (minimum an equivalent to a Bachelor) preferably in computer sciences, software engineering, information technology, or a closely related discipline.At least 10 years of progressive professional experience in application engineering, enterprise integration, or software development within large and complex IT environments, ideally in regulated or financial institutions.Experience in or proven ability for managing and coaching people ideally in multicultural environments or international organisations (e.g. contribution to: deciding on team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback)Proven experience in defining and rolling out engineering standards, guidelines, and enablement frameworks across multiple application domains and technologies.Demonstrated experience in managing large-scale programmes, platforms, or portfolios covering application development, integration solutions, and shared engineering services.Extensive knowledge of modern application engineering and integration architectures, including APIs, event-driven and service-oriented architectures, middleware platforms, cloud and hybrid environments, and enterprise integration patterns.Strong expertise in software engineering best practices, including DevSecOps, CI/CD pipelines, automation, code quality, testing strategies, and lifecycle management across heterogeneous technology stacks would be an advantage.Proven experience in engineering enablement and innovation, including the definition of reference architectures, reusable frameworks, accelerators, and developer tooling across key technologies used by the Bank would be ideal.Excellent knowledge of English.
