This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Information Systems Directorate (IS), Business Solution Department (BSD), Lending Division (LD) at its headquarters in Luxembourg, a Head of Lending IT Solutions Division*.
This is a full-time position at grade 7 for which the EIB offers a permanent contract.

Purpose
As Head of Lending IT Solutions Division, you will lead our core technology strategy, partner with business leaders, and drive innovation across bespoke and vendor platforms. You will deliver resilient, data-driven solutions that power the EIBโs strategic ambitions.
You champion collaboration, empower diverse teams, and ensure our technology meets the highest standards to make a real impact on how we work, grow, and deliver excellence within the EIB.
Operating Network
The Lending Division manages and evolves the bankโs core lending application landscape to ensure secure, reliable, and efficient solutions for all lending-related business processes. It oversees application development, integration, and lifecycle management to meet business, regulatory, and operational excellence requirements.
The Head of Lending IT Solutions Division reports to the Head of the Business Solutions Department and works closely with the other Heads of Divisions in Group Information Systems Directorate (GIS), as well as with business users who participate in projects and initiatives led by the Division.
Accountabilities
Shape the EIB Groupโs IT strategy for lending by aligning technology with business goals and refining policies and architectures. Lead digital transformation of lending processes, ensuring smooth adoption of new solutions through collaboration and change management. Safeguard lending applications by enforcing security, regulatory compliance, and risk management best practices. Ensure business value and efficiency by integrating automation, analytics, and continuous improvement into lending systems. Represent the Division in cross-functional projects and committees to promote best practices in lending technology and governance. Lead and collaborate with IT and business teams to prioritize and implement strategic initiatives balancing business, regulatory, and operational needs. Build and lead a high-performing, diverse team, fostering ongoing development in lending platforms and modern IT practices. Oversee project delivery and budgeting in the lending domain, ensuring timely, cost-effective results aligned with strategic objectives. Provide leadership and guidance on complex lending application issues, resolving challenges and promoting teamwork across stakeholders. Streamline vendor management and procurement, driving value, compliance, and agile service models in the lending domain using SLA and quality targets in full compliance with outsourcing, DORA, and other applicable regulatory requirements.Stay ahead of market trends by experimenting with new lending technologies and scaling up team capabilities as needed including DevSecOps practices.Qualifications
University degree (minimum an equivalent to a Bachelor) preferably in computer science or information technology related domain 10 years of experience managing large IT projects and supporting production solutions/services, ideally with a focus on core lending systems, loan origination and servicing platforms, bespoke application development, and integration of packaged lending solutions.Experience in or proven ability for managing and coaching people ideally in multicultural environments or international organisations (e.g. contribution to: deciding on team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback)Experience or proven ability to coordinate, guide, and empower IT teams in bringing together diverse IT experts to achieve common goalsExtensive experience in delivering robust, secure, and scalable solutions in hybrid (on-prem/cloud) environments ideally for core lending applications, workflow/collaboration features, and loan management platforms.Experience in managing and governing bespoke application landscapes, including hands-on leadership of teams delivering solutions built on Java, JavaScript, and Microsoft Power Platform, is considered an advantage.Demonstrated experience in managing and delivering daily critical IT services/operations adhering to ITIL best practices, ideally driving โshift-leftโ automation and applying DecSecOps practices to lending systems.Business expertise preferably in the banking industry (especially retail, corporate, or investment banking), ideally with solid understanding of lending products, credit processes, loan lifecycle operations, and regulatory requirements impacting lending activities.Demonstrated leadership skills in developing teams, strengthening competencies, improving cohesion, and implementing change programs spanning across multiple business and technological areas.Excellent knowledge of English.
