The Position:
Under the direct supervision of the head of the Gender and GBV unit, the Program Specialist will be responsible for providing technical support to the overall implementation of the GBV program interventions and resource management. The staff will work closely with a variety of stakeholders including national NGOs, international NGOs, UN agencies and government counterparts to implement various activities toward achieving the goal of preventing GBV and providing adequate response to GBV survivors.ย

Job Purpose:
The incumbent's main responsibility is to ensure the effective and timely implementation of UNFPA-supported activities, with a particular focus on capacity development for partner staff, government counterparts, and UNFPA staff. S/he oversees project formulation and implementation, including work plan development, alignment with national development frameworks, and building partnerships. This role strengthens and reinforces UNFPA's role in GBV programming through the provision of high-quality technical assistance and capacity development to UNFPA partners and other national counterparts. In addition, the position focuses on expanding the coverage of GBV programming in hard-to-reach areas using effective and innovative mechanisms for resource mobilization efforts. The specialist will also strengthen cooperation and collaboration with health, psycho-social, protection, and legal sectors to ensure a multi-sectoral approach is implemented to address the multiple needs of GBV survivors.ย
You would be responsible for:
I.ย Partnerships and Coordination
Analyze political, socio-economic, protection situations relevant to gender and GBV program interventions and different political and cultural environments in order to identify strategic areas for UNFPA interventions, with particular attention to the UNFPA country programme target geographical areas.ย Significantly contribute to resource mobilization efforts, advocacy efforts with government counterparts to ensure that the GBV program is smoothly implemented in all states.ย Analyse and report on implementation of the assigned program activities, monitor program expenditures and disbursement to ensure delivery is in line with approved budgets.ย Maintain close working relationships with national and international counterparts involved in implementation of the assigned program/project activities, with special attention to collaboration with Federal and State authorities in the areas of UNFPA implemented program components. Participate in various coordination platforms, including FGM and Child Marriage related taskforces and UN Sector specific coordination meetings including GBV and Protection meetings representing UNFPA GBV Program and ensuring integration and visibility of UNFPA mandate areas.ย Act as alternate to the head of GBV unit and oversee the overall implementation of the program and staff assigned under the supervision of the post.ยII.ย Technical Support and Programming
Provide onsite and remote technical support for GBV prevention and response programming. Lead UNFPAโs effort in building the capacity of UNFPA implementing partners, government counterparts, local actors, women-led organizations and UNFPA staff.ย Maintain regular communication with field-based GBV staff to ensure that programmatic activities are implemented based on the IAASC minimum standards of GBV programming in emergencies and agreed work plans. In collaboration with respective program officers, it works on achievement of GBV program implementation in the country through advocacy efforts, development of coordination mechanisms and providing technical assistance. Provide expertise and facilitate advocacy activities relevant to GBV issues in particular through preparation of relevant information for evidence-based advocacy.ย Contribute to the implementation of communication activities on gender and women empowerment, equal access to education, health and participation of women in the social economic sectorโs development. Support in the management of GBV program financial resources, in close consultation with unit head, grant manager and admin/finance officer, including joint FGM Projects, and earmarked funds, ensuring the timely and high-quality implementation of project activities, coordinating project monitoring, reporting, financial management, and maintain awareness of budget and expenditure. Support the head of GBV unit in resource mobilization efforts, identify opportunities for resource mobilization, draft proposals and follow up on their implementation. Provide technicalย and managerial support as needed to implementing partners to undertake multi-sector GBV prevention and response interventions and integrated interventions and contribute to develop local capacity to strengthen national mechanisms for Prevention and Response to GBV and harmful practices. Provide technical support to the development of relevant advocacy and policy documents to address GBV, conflict related sexual violenceย and broader gender issues at the national levels.ย Contribute to and support the humanitarian response in Sudan including reprogramming of ongoing projects, responding to immediate needs, and providing technical and operational support to field offices and implementing partners and ensuring. Engage with policy matters and offer substantial contributions to foster policy discussions including.ย develop relevant resource mobilization documents, i.e. project summaries, conference papers, speeches, donor profiles, talking points, donor reports and participating in donor meetings and public information events. Ensure proper implementation of the actions proposed on the accountability for affected population, Prevention and sexual exploitation and abuse and disability inclusion.ยIII.ย Monitoring, Evaluation and Reportingย
Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across the programme to feed into programme performance monitoring.ย Technically support programme partners to formulate Terms of Reference and evaluation designs and ensure that evaluation meets high professional standards in line with UNFPA evaluation policy and UN Evaluation norms and standards. Lead the assessment and production of the โVoices from Sudanโ in consultation with the field staff and GBV sub sector information management specialist.ย Disseminate evaluation finding recommendations to the intended audiences in user โ friendly methods to ensure that effective participatory feedback is provided to community and civil society stakeholders.ย Analyses and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action. Contribute to monitoring and evaluation of GBV related projects/activities through applying existing procedures and mechanisms as well as through development of new approaches and tools. Supervises the preparation of annual and other periodic work plans for implementing partners funded under UNFPA and monitor and evaluate the progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps. Compile periodic progress and annual reports addressing UNFPAโs Result Based Management approach, donorโs requirements including substantive analysis of related issues and way forward. ensure that GBV staff have provided the M&E / reporting Analyst with the relevant information and best practices regarding GBV program to be shared with the key partners and donors. Undertake any other relevant responsibilities and tasks assigned by her/his supervisor.ย
