The Position:

Under the overall responsibility of the UNFPA Representative of the Sudan Country Office and under
direct supervision and day to day support of the UNFPA Head of GBV program unit, the Programme
Specialist ensures the effective management of UNFPA activities in Gender and GBV programming in the
humanitarian settings. S/he oversees project formulation and evaluation, joint programming initiatives
and national development frameworks and building partnership. This will strengthen and reinforces
UNFPA role in GBV programming through provision of high-quality technical assistance to UNFPA partners
and other national counterparts. The position will also support UNFPA to provide overall guidance and
support for the Gender team in the CO through substantive input for proper management and monitoring
of Gender interventions. In addition, the position will focus on expanding the partnership in the area of
gender and GBV ensure effective and innovative mechanisms for resource mobilization efforts.
The GBV program Specialist will provide the overall management and programmatic and technical support
in GBV prevention and response programming within the current humanitarian context of Sudan. The
specialist will also strengthen the cooperation and collaboration with health, psycho-social, protection and
legal sectors to ensure that multi-sectoral approach is implemented to address the multiple needs of GBV
survivor.

Job Purpose:

In close consultation with the head of Gender and GBV unit, the Program Specialist will be responsible for
provide technical and managerial support to the overall management of the GBV program implementation
and resource management. The staff will work closely with a variety of stakeholders including national
NGOs, international NGOs, UN agencies and government counterparts to implement various activities
toward achieving the goal of preventing GBV and providing adequate response to GBV survivors.
I. Partnerships and Coordination
โ€ข Analyze political, socio-economic, protection situation relevant to gender and GBV program interventions and different political and cultural environment in order to identify strategic areas for UNFPA interventions, with particular attention to the UNFPA country programme target geographical areas.
โ€ข Significantly contribute to resource mobilization efforts, advocacy efforts with government
counterparts to ensure that GBV program in smoothly implemented in all states.
โ€ข Analyze and report on implementation of the assigned program activities, monitor program
expenditures and disbursement to ensure delivery is in line with approved budgets.

โ€ข Maintain close working relationship with national and international counterparts involved into
implementation of the assigned program/project activities, with special attention to collaboration
with Federal and State authorities in the areas of UNFPA implemented program components.
โ€ข Participate in various coordination platforms, including FGM and Child Marriage related taskforces
and UN Sector specific coordination meetings including GBV and Protection meetings representing
UNFPA GBV Program and ensuring integration and visibility of UNFPA mandate areas.
II. Technical Support and Programming
โ€ข In close consultation with the head of GBV unit, lead the Sudan Free from Female Genital
Mutilation (FGM) joint project with UNICEF and WHO.
โ€ข In collaboration with respective program officers works on achievement of GBV program
implementation in the country through advocacy efforts, development of coordination
mechanisms and providing technical assistance.
โ€ข Provide expertise and facilitate advocacy activities relevant to gender issues in particular through
preparation of relevant information for evidence-based advocacy.
โ€ข Contribute into implementation of communication activities on gender and women empowerment,
equal access to education, health and participation of women in social economic sectorโ€™s
development.
โ€ข Support in the fund management of the joint FGM Projects, including distribution, and allocation of
fund to IP managers, ensuring the timely and high-quality implementation of project activities,
coordinating project monitoring, reporting, financial management, and maintain awareness of
budget and expenditure.
โ€ข Analyze resource mobilization environment, identify opportunities for resource mobilization, draft
proposals and follow up on their implementation.

โ€ข Provide technical and managerial support as needed to implementing partners to undertake multi-
sector GBV prevention and response interventions and integrated interventions and contribute to

develop local capacity to strengthen national mechanisms for Prevention and Response to GBV and
harmful practices.

โ€ข Coordinate with other GBV staff and facilitate relevant training sessions for staff, IPs and multi-
sectoral prevention and response actors for a stronger integrated rights-based approach.

โ€ข Provide technical support to the development of relevant advocacy and policy documents to
address GBV, conflict related sexual violence and broader gender issues at the national levels.
โ€ข Act as main focal person for assigned Implementing Partners (IPs), to develop Annual work plans,
provide regular and close follow up with partners in the field and liaise with counterparts in all
aspects of planning, programming, implementation, and review.
โ€ข Contribute to and support the humanitarian response in Sudan including reprogramming of
ongoing projects, responding to immediate needs, and providing technical and operational support
to field offices and implementing partners and ensuring.
โ€ข Engage with policy matters and offer substantial contributionsto foster policy discussions including.
โ€ข Mobilize resources for the CO by preparing relevant documentation, i.e. project proposals, project
summaries, conference papers, speeches, donor profiles, donor reports and participating in donor
meetings and public information events.
โ€ข Ensure proper implementation of the actions proposed on the accountability for affected
population, Prevention and sexual exploitation and abuse and disability inclusion.

III. Monitoring, Evaluation and Reporting
โ€ข Coordinate with partners to ensure that monitoring system are properly designed, and that data

collection and analysis from filed visits are coordinated and standardized across the programme to
feed into to programme performance monitoring.
โ€ข Technically support programme partners to formulate Terms of Reference and evaluation designs
and ensure that evaluation meet high professional standards in line with UNFPA evaluation policy
and UN Evaluation norms and standards.
โ€ข Lead the assessment and production of the โ€œVoices from Sudanโ€ in consultation with the field staff
and GBV sub sector information management specialist.
โ€ข Disseminate evaluation finding recommendations to the intended audiences in user โ€“ friendly
methods. To ensure that effective participatory feedback is provided to community and civil society
stakeholders.
โ€ข Analyzes and reports on programme and project progress in terms of achieving results, using
existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies
constraints and resource deficiencies and recommends corrective action.
โ€ข Contribute to monitoring and evaluation of GBV related projects/activities through applying
existing procedures and mechanisms as well as through development of new approaches and tools;
โ€ข Supervises the preparation of annual and other periodic work plans for implementing partners
funded under UNFPA and monitor and evaluate the progress according to the Project monitoring
plan, including contracts with UNFPA partners towards projected programme results, and
documents and applies lessons learnt to close the gaps.
โ€ข Assist the head of GBV program Unit in FGM related interventions, reviewing guidelines and
reports,
โ€ข Monitors projects expenditures and disbursements to ensure delivery is in line with approved
project budgets and to realize targeted delivery levels and coordinates timely delivery of quality
project and financial reporting and ensures adequacy with finance and activities.
โ€ข Undertakes regular monitoring missions and meetings with relevant actors including project
partners in assessing the GBV trends, patterns and advise on the prevention and response
strategies.
โ€ข Collect and compile programme activity information, evaluating progress toward achievement of
programme outcomes.
โ€ข Prepare periodic progress and annual reports addressing UNFPAโ€™s Result Based Management
approach, Donorโ€™srequirements including substantive analysis of related issues and way forward.
โ€ข ensure that GBV staff have provided the M&E / reporting Analyst with the relevant information and
best practices regarding GBV program to be shared with the key partners and donors.
โ€ข Undertake any other relevant responsibilities and tasks assigned by her/his supervisor.

Qualifications and Experience:ย 

Education:ย ย 

Advanced Degree in social science, political science, gender, humanitarian affairs, public health, or other relevant areas.

Knowledge and Experience:ย 

At least five yearsโ€™ experience in GBV in Emergencies with experience in programme planning, implementation, and monitoring in the context of results-based management and programming. Successful record of program management responsibilities.
โ€ข Extensive knowledge and experience in Gender and GBV in the context of Sudan, thorough understanding of the social, economic, and political context of the country and region and successful record of health management responsibilities.
โ€ข Proven technical and managerial skills in the development of project proposals, implementation, monitoring, and evaluation of GBV programmes in Humanitarian settings.

Languages:ย 

Fluency in oral and written English and Arabic.
ย 

Computer skills: Proficiency in current office software applications.
