    Organizational Setting and Reporting Relationship

    The position of Financial Control Officer is assigned in the Technical Assistance Section of the Loan Administration Division (CTLA-TA) within the Controller's Department. You will be based at our Headquarters in Manila, Philippines.

    You will report to designated International Staff (IS).

    Your Role

    As a Financial Control Officer, you will manage the activities for Technical Assistance (TA) and grant related fiduciary and internal financial control compliance, disbursement processing, reporting and administrative matters in a specialized work area within ADB; ensure the work programs and assignments are accomplished.

    You will:

  • Review and comment on ADB project papers, co-financing agreements, completion reports, changes-in-scope and other board documents related to TAs and grants, verify their compliance with disbursement related ADB procedures.
Participate and help develop business process and controls and compliance testing of processes as part of ADB's effort in providing a Management Assertion over the adequacy of internal control over financial reporting. Ensure escalation of issues and audit observations and provide reporting on assigned portfolio to supervising Financial Control Specialist. Help process claims under ADB TA grants or co-financed TA grants by reviewing claims, ascertaining eligibility of expenditures, verifying completeness and correctness of documentation and accuracy of computation, to ensure conformity of applications with contract provisions and related TA agreements, and with prescribed ADB regulations, procedures and guidelines. Approve payment of claims below authorized threshold amount; ensure accuracy of payment instructions, availability of budget allocations, and compliance with provisions of TA financial covenants, relevant ADB administrative orders, circulars, and established procedures. Participate in the implementation and enhancement of Information Technology systems used for TAs; review and provide suggestions for enhancements in systems for efficient operations. Contribute to efficient discharge of TA disbursement function and facilitate TA project implementation by reviewing and commenting on draft TA paper and agreements, undertaking research and attending meetings on specific/problematic TA disbursement issues, preparing country disbursement reports to Developing Member Countries, providing training to TA Supervising Units, executive agencies and Resident Mission (RM) staff on TA disbursement guidelines and procedures, and being resource speaker during TA disbursement seminars. Provide guidance to administrative staff to ensure recording and disbursement of claims in compliance with applicable policies and generally accepted accounting principles. Monitor and review analysis and reconciliations of assigned TA advance and RM suspense accounts and reviews and approves vouchers under specific authority. Provide inputs to staff interim and year-end performance evaluations, as may be requested, for assigned staff. Perform other tasks, including preparation of external correspondence for approval by the IS. Provide required information based on established procedures.

Qualifications

You will need:

Bachelor's degree in accounting, business administration, commerce or finance with Certified Public Accountant; preferably with advanced training. At least 8 years combined work experiences in TA, loan or grant disbursement, administration, or related work experience in accounting or auditing. Experience implementing or working with large enterprise systems. In-depth understanding of multilateral bank operations, administrative and disbursement procedures. Working knowledge of international banking transactions. Experience guiding team members to facilitate work planning, delivery and quality review. Written and verbal proficiency in English. Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
