Result of ServiceThe final output of the services requested Expert on Solid Waste Management (SWM) Practices and Mitigation Technologies consist of an analysis and mapping of current solid waste materials, streams and WM practices, including the proposal of sustainable WM approaches that contribute to enhance the national climate reduction goals under the coming NDCs. Work LocationMozambique Expected duration3 months Duties and ResponsibilitiesThe Government of Mozambique (GoM) is committed to taking urgent measures to mitigate and adapt to the effects of climate change. As a Party to the United Nations Framework Convention on Climate Change (UNFCCC), the country seeks to contribute to the objectives of the Paris Agreement to limit global warming to 1.5ยฐC, as reaffirmed by the Glasgow Climate Pact. Although Mozambique's contribution to climate change in the form of greenhouse gas (GHG) emissions is relatively small, the country is determined to play its role in achieving the objectives of the Paris Agreement, in a manner consistent with its status of a developing country and the need to provide sustainable economic growth. Mozambique was one of the first countries in Africa to join the NDC Partnership and formalized its request for technical assistance in August 2018. In 2021, Mozambique updated and submitted to the UNFCCC its Nationally Determined Contribution of Mozambique (NDC 2020-2025) in which it proposes to carry out a series of actions that, in aggregate, hope to achieve a reduction in GHG emissions. Mozambique needs to ensure that its next NDCs reflect high ambition for the mitigation contribution from the municipal waste sector, taking into consideration existing plans and frameworks for ambitious climate action in solid waste management (e.g. the ValoRe project). To this end, Mozambique has requested support from the NDC Partnership to perform a stock take on the implementation of Solid Waste Management GHG Mitigation efforts in Mozambique under the countryโ€™s Nationally Determined Contribution (NDC), and establish GHG emission scenarios for the Solid Waste Management contribution to the upcoming NDC. UNEP Copenhagen Climate Centre as implementing partner responded to the request for support and is now seeking an Expert on Solid Waste Management (SWM) Practices and Mitigation Technologies to support the implementation of the activities needed. Activities 2.1, 2.2, 2.3, 2.4, 3.1 and 3.4 are the activities requested to be implemented by the Expert subject of this consultancy. Activity 3.4 will be co-implemented with a separate expert on Solid Waste GHG and NDCs. Output 1: NDC implementation stock take for the Solid Waste sector 1.1 Review latest GHG inventory, current NDC and NDC Action Plan, and goals and targets of waste management projects, to assess GHG emission levels and mitigation actions and targets related to the Solid Waste sector. 1.2 Consult stakeholders to assess the rate of implementation of Solid Waste mitigation measures towards the current NDC targets. WS 1 Workshop - Stakeholder consultation 1.3 Estimate the contribution of implemented Solid Waste measures in terms of GHG emission reductions achieved in line with the current NDC. 1.4 Estimate a BAU emission scenario and a scenario with existing measures, the mitigation scenario based on the expected implementation of implemented solid waste management measures. Output 2: Identification and prioritization of solid waste management practices for the Updated NDC 2.1 Analysis of municipal solid waste streams and types based on available data and information. 2.2 Stock take of current solid waste management practices. 2.3 Stakeholder mapping to identify roles, responsibilities and potential implementation modalities. 2.4 Identification, prioritization and validation of measures for implementation of sustainable solid waste management practices. WS 2 Workshop - Stakeholder prioritization and validation of measures. Output 3: Develop NDC Update contribution for Solid Waste sector and action plan for implementation 3.1 Stakeholder engagement to design implementation frameworks for prioritized municipal solid waste management measures. WS 3 Workshop - Co-design and validation of implementation frameworks. 3.2 Estimation of GHG emission reductions from prioritized measures. 3.3 Develop a โ€˜with additional measuresโ€™ emission scenario. 3.4 Development of action plan for implementation of municipal solid waste management. The methodological approach applied for this process will be strongly based on a combined approach of primarily and secondary of data collection and stakeholder engagement activities, including workshops, interviews, use of questionnaires or surveys as applicable. The consultant will have to ensure gender balance for stakeholder engagement activities, and gender-sensitive moderation. The remaining activities will be implemented by another Expert on solid waste management and NDCs. Both experts are expected and required to coordinate their activities, as the final outputs of the project activities are closely interlinked. Specifically, Activity 3.4 is expected to be implemented in collaboration with the Solid Waste GHG and NDCs Expert. All activities will be overseen by UNEP CCC, providing technical guidance and direction. Consultants are expected to facilitate data and information gathering for further technical inputs by UNEP CCC staff. โ— Objectives The objective of the consultancy is to provide analysis and mapping of current solid waste materials, streams and WM practices, including the proposal of sustainable WM approaches that contribute to enhance the national climate reduction goals under the coming NDCs. โ— Output expectations The final outputs of this consultancy are: 1) Report on solid waste types, streams and management practices, and identification, prioritization and validation of measures for implementation of sustainable solid waste management practices , and 2) A report describing selected Solid Waste mitigation measures, including the estimation of their contribution to GHG emission reduction, the proposed implementation arrangements, support needs and implementation action plan. For the final elaboration of this output, the expert on SWM practices and mitigation technologies will work closely with the expert on SW and NDCs. The successful submission of this output is under the responsibility of both consultants. The content of the reports should meet research standards in terms of referencing, methods data analyses and language. โ— Performance indicators - 1 Report on stock take of solid waste management types, streams and practices and identification, and validation of proposed approaches for sustainable WM practices in word format. - 1 Workshop report, including agenda, surveys, questionnaires, list of participants disaggregated by gender, summary of presentations and discussions, and outcomes, decision and validation agreed upon during the workshop. - 1 Report on identification, prioritization and validation of measures for implementation of sustainable solid waste management practices - 1 Report describing selected Solid Waste mitigation measures, proposed implementation arrangements, support needs and implementation action plan. Including workshop report with outcome of stakeholder consultations. 15 October 2025 Procurement of workshop related services and coverage of workshop expenses will be the responsibility of UNEP-CCC. Qualifications/special skillsAdvance university degree (Masterโ€™s or equivalent), Environmental Studies, Engineering, Waste management, or another relevant field. A Bachelor degree with a relevant combination of two years of additional experience related to the position may be accepted in lieu of an advanced university degree o At least 7 years of experience working in solid waste management in Mozambique, in connection with designing, assessment and implementation of sustainable WM solutions. o Proven work experience and technical knowledge of Solid Waste Management technologies in connection with mitigation of GHG emissions. o Proven experience in engaging and working in cooperation with state and non-state stakeholders from the waste sector, including informal stakeholders. o Good understanding and experience in applying IPCC methodologies, CDM methodologies and/or other relevant methods for estimating GHG emission reductions for solid waste management interventions o Experience with economic, environmental and social feasibility of Solid Waste Management projects, including experience with elaboration of business models. o Experience working with the informal waste management sector and informal and formal waste markets in Mozambique Languageso Fluency in English (spoken and written) o Fluency in Portuguese language (spoken and written) Additional InformationNot available.
