The International Organization for Migration (IOM) is implementing a multi-sector response programme in the worldโs largest humanitarian crisis in Coxโs Bazar, Bangladesh. In Coxโs Bazar, IOM is providing lifesaving emergency health services across health care facilities in Ukhiya and Teknaf Upazillas. Within the Migration Health Division (MHD) IOM also operates Mental Health and Psychosocial Support (MHPSS) programme with different components. The Rohingya Cultural Memory Centre (RCMC) is a unique project within MHPSS portfolio. It is set to work across the different sectors on the Rohingya refugee emergency response in Coxโs Bazar, with the objective to provide a safe and creative space in which the Rohingya refugee community can share their knowledge, preserve their cultural heritage, and reconnect with their individual and collective memory and promote their collective wellbeing. Ultimately, it hopes to contribute to heal the damage caused by the previous experience of discrimination of their identity.
Under the overall supervision of the Programme Coordinator (Emergency Health) and the direct supervision of the Project Officer for Mental Health and Psychosocial Support (MHPSS) IOM Coxโs Bazar, Bangladesh, the National Project Officer (Community and Cultural Engagement for RCMC) will be responsible and accountable for implementation, documentation, supervision, monitoring and evaluation of the IOM-RCMC project within the MHPSS portfolio.
- Assist in integrating MHPSS approaches into the activities and planning processes of the RCMC, in line with its vision and scope, to support collective mental health and psychosocial wellbeing.
- Provide guidance for the implementation of strategies, coordinate research, identification, and production of human-interest stories about Rohingya identity, heritage, memory and culture; and review all content to ensure alignment with branding guidelines.ย
- Assist in the regular updating of cultural mapping activities by the RCMC core team to support the connection between content and space.
- Support the curation, design and production of different outputs (e.g., videos, photography, exhibitions, publications) for the RCMC archive and online platforms by compiling relevant materials that reflect historical memory, healing and reconstruction.
- In close coordination with the team, contribute to the maintenance and development of the Centreโs interior design and structure through a participatory and adaptive approach.
- Collaborate with other IOM units in the field and community representatives to support the drafting of a matrix clarifying the roles of RCMC core team and the communities, in order to promote ownership and sustainability of the centre.
- Support the identification and engagement of potential partners, Rohingya cultural agents, and specialized artisans within the community for the progressive production of artefacts and cultural content for the centre.
- Assist in drafting and helping operationalize the standard operating procedures (SOPs) for documenting memories and archiving documents, objects, and stories, as well as for integrating the Centreโs multidimensional approach and activities.
- Provide inputs for the capacity building of Rohingya community members to support continuous skills development, including the documentation of stories, ceremonies, memories, and artefact production using mobile phone photography and video editing.
- Support the development of audio-visuals and communication materials to facilitate the dissemination of the historical and collective heritage of the Rohingya community, under guidance of the MHPSS project officer.
- Under the guidance of Project Officer (MHPSS) and in coordination with PSU unit, support the creation and maintenance of mailing lists, assist in drafting press releases, and help update the RCMC websites and other communication platforms.
- Assist in ensuring that RCMC activities are implemented in accordance with sound MEAL framework and data collection tools include both qualitative and quantitative indicators, in close coordination with the MHPSS Officer or supervisor.

Educational Qualification:
- Masterโs degree in Psychology, or Behavioural Sciences, Project Management, Culture, Policy and Management, Arts and Media, Journalism, Anthropology from an accredited academic institution; or
Experience:
Have practical experience in inter-cultural communications or anthropological research; Previous experience in humanitarian and emergency response environments; Experience in coordinating tasks with small teams and with external partnersSkills:
Have attention for detail and ability to solve problems in creative ways. Show sensibility while working in development settings, specifically with the Rohingya Experience working with community and external partners. Ability to work under pressure and outside regular working hours, when required. Ability to deliver quality-oriented results and engage others in the process. In depth knowledge of the broad range of migration related subject areas dealt with by the Organization. Knowledge of UN and bilateral donor programming. Significant skill as a creative mentor producing community-led engagement projects using art, design, filmmaking and photography. Ability to write and produce content Good understanding of new technologies and digital platforms. Ability to manage the archival of content in collection management application. Working knowledge of MS Office and creative software such Adobe Creative Cloud. Knowledge of digital story-telling applications such of Spark or Shorthand is an asset.Language:
