Working under the direct supervision of the Programme Support Officer in the Programme Support (PDPS) Unit, Aden, the incumbent will support the implementation of grant policies and procedures in compliance with established accounting standards, IOMโs and donorsโ rules and regulations, and legal requirements to support high-quality programme implementation.
- Support the review and assessment of implementing partnersโ proposals, work plans and budgets to verify alignment with intended scope and targets and cost-efficient.
- Collaborate with IOM Procurement and LEG to contribute to the development of implementing partner agreements, confirm alignment with standard templates and regulations, and reflect timelines, deliverables and payment schedules.
- Support capacity building efforts of implementing partners
- Monitor deliverable schedules and IOM payment schedules for implementing partners and follow up to facilitate compliance with set deadlines.
- Update and monitor the grants tracking matrix and contribute to the development of grant reportsย
- Review financial reports submitted by implementing partners and assess compliance with IOM and donor requirements.
- Review and validate supporting documentation before the processing of financial transactions to verify completeness, accuracy, and proper authorization.ย
- Facilitate payment processes to implementing partners in coordination with the Finance department.
- Assess, evaluate, and monitor implementing partnersโ financial management processes in compliance with IOM policies and standards.
- Provide implementing partners with information on procurement and financial accounting policies and procedural compliance, support training and other capacity-building activities in coordination with the Grants Compliance Officer and other support units.ย
- Maintain a database of grant documentation, implementing partner deliverables, and supporting documentation.ย
- Assist in the preparation and facilitation of trainings and events.ย
- Undertaking duty travel as required.
- Performing other duties as assigned. Education
- High school diploma with six years of relevant professional experience; or,
- Bachelorโs degree in business, finance, accountancy or a related field from an accredited academic institution with four years of relevant professional experience. Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย Experience
- Minimum 3 years of experience in grants management, preferably for a UN agency or NGO;
- Experience in resource management, accounting or finance, preferably for a UN agency or NGO;ย
- Experience in financial reporting andย analysis;
Experience in coordinating and communicating with diverse stakeholders and partners;
Skills- Ability to pay close attention to details and work with minimal supervision;ย
- Excellent computer skills especially MS Office and ERP systems;
- Excellent communication and negotiation skills, strong interpersonal skills;ย
- Ability to work effectively and harmoniously within a team;
- Experience in Monitoring & Evaluation is an advantage. Languages
