Work LocationBotswana Expected duration35 days Duties and ResponsibilitiesBackground The United Nations Cooperation Framework (CF) 2022-2026 has guided the work of the UN in Botswana through significant shocks that has rocked both the socio-economic and to some extent the political landscape of the country. This CF was co-created with marbled and increased levels of input from government, development partners, CSOs amongst others, marking a departure from the preceding CF to ensure greater ownership in Government, better alignment with National policies (NDP 11, Vision 20236), the 2030 Agenda and the SDGs. In with principles of accountability and transparency, the CF is independently evaluated within the penultimate year of implementation in time for and to inform the development of the next CF. This evaluation process affords Partners and stakeholders a platform for reflecting on implementation and opportunities missed or optimally utilized in the achievement of the SDGs & 20230 Agenda in Botswana. In addition to being an additional layer of accountability, evaluation of the CF fosters learning and knowledge exchange between and amongst Partners and the communities served. The UNSDCF evaluation will be based on the Guidelines for the Evaluation of the United Nations Sustainable Development Cooperation Framework. Following a participatory and consultative approach, the primary stakeholders of the UNSDCF evaluation include UNCT, national authorities, contributing and implementing partners, as well as beneficiaries. The National Individual Contractor reporting under Team Leader (Consultant) supports the evaluation with deep understanding of Botswanaโs context, contributes to substantive data collection and analysis, and ensures smooth logistical and stakeholder engagement locally. Detailed Duties and Responsibilities: 1. Contextual Analysis and Insight - Provide in-depth knowledge and understanding of Botswanaโs socio-economic, political, and development context. - Support the contextualization of evaluation instruments and findings, ensuring alignment with local realities. 2. Data Collection and Field Work - Conduct desk reviews of national-level documents, policies, and relevant UN programming data. - Lead in-country data collection activities, including interviews with national stakeholders, field visits, and focus group discussions. - Facilitate logistics for site visits and stakeholder consultations in coordination with the UNCT. 3. Stakeholder Engagement and Interpretation - Facilitate engagement with key national stakeholders and ensure their meaningful participation in the evaluation process. - Translate and interpret where required (Setswana and English), especially during interviews, community engagements, and workshops. 4. Reporting and Analysis - Contribute substantively to the drafting of the Inception Report, Preliminary Findings Report, Draft Evaluation Report, and Final Report. - Provide technical inputs on emerging findings, especially those related to Botswanaโs national development strategies and UN cooperation priorities. 5. Process Management and Ethics - Assist in organizing stakeholder engagement workshops and ensuring participation of marginalized and vulnerable groups. - Adhere to UNEG ethical guidelines, particularly those regarding human rights, gender equality, disability inclusion, and environmental sustainability. - Ensure that data collection and interactions uphold privacy and informed consent protocols. Qualifications/special skillsAt least an degree university level of education in political science, economics, public administration, development studies or another relevant field is required. A Masters is an asset. Minimum four years of proven experience in supporting or leading evaluations; previous experience in supporting evaluations of UNDAF/UNSDCF or UN agency Country Program is required. Strong experience and knowledge in SDGs and the UN programming principles, including LNOB, the human-rights based approach to development, gender equality and womenโs empowerment, disability inclusion, meaningful youth engagement, environmental sustainability and resilience, sustainability, and accountability is desired. Proven ability to collect and analyze data using appropriate methods and tools desired. Track record of research on the countryโs socio-economic development, geopolitical and environment context desired. LanguagesFluency in spoken and written English and Setswana is required.
