Work Locationhome-based Expected duration01.03.26 - 31.08.26 Duties and Responsibilities The Independent Evaluation Unit (IEU) of the International Trade Centre (ITC) is responsible for planning, managing, and promoting the use of evaluation results across the organization. It functionally reports to the Executive Directorโ€™s Office for the strategic evaluations agenda, while operationally working within the Strategic Planning, Performance and Governance (SPPG) Section to provide advisory support and quality assurance on project-level evaluations. The Independent Evaluation Unit (IEU) manages ITCโ€™s independent strategic evaluations and supports project teams by advising on the design, quality, and use of project managed and funder led evaluations and reviews, helping ensure credible evidence and stronger learning across ITC. The purpose of this call for expression of interest is to identify a qualified consultant to assist IEU in implementing its workplan during 2026 as evaluation manager. Responsibilities Under the direct supervision and overall guidance of the Head of the IEU (or alternate), the consultant will be responsible for the following duties: Evaluation management (70%) โ€ข Provide advisory and quality assurance technical support to ITC units managing approximately three project managed evaluations, for the stages (ToR, Inception, Reporting, etc.) and products falling within the consultancy period. โ€ข Provide advisory support to ITC units involved in approximately four funder led evaluations or reviews, for the stages and requests arising during the consultancy period, including feedback to project managers on ToRs and evaluation products circulated by funders. โ€ข Co-coordinate IEU led strategic evaluation jointly with the Head of IEU, for the stages falling within the consultancy period, including contributions to the ToR, inception and reporting stages. โ€ข Assist the IEU with organizing information sessions and disseminating the new ITC Evaluation Policy 2026 and Evaluation Guidelines to project teams. Evaluation business support and Reporting (20%) โ€ข Review the Evaluation Plan data at the Project Portal for completeness in coordination with project managers; and assist the IEU with quarterly updates on the status of project evaluation plans. โ€ข Monitor and provide updates on the progress of recommendations from IEU-managed evaluations, including preparing consolidated two-page status update briefs in April and August. โ€ข Gather inputs and draft content on evaluation Key Performance Indicators (KPIs) for International Trade Centre (ITC) corporate reporting related to United Nations System-wide Action Plan (UN-SWAP), United Nations Disability Inclusion Strategy (UNDIS), and Youth 2030: The United Nations Youth Strategy (Youth2030). ITC-UN reviews and corporate reporting support (10%) โ€ข Coordinate and consolidate institutional inputs, via entity-specific designated Technical Focal Points (TFPs), for timely submission to UN oversight and evaluation bodies (JIU, OIOS, SWEO) in response to at least six review exercises and in accordance with established guidance. โ€ข Coordinate and consolidate inputs from designated Technical Focal Points (TFPs) to follow up on the status of recommendations and maintain the JIU Web-Based Tracking System (WBTS). โ€ข Prepare concise analytical summaries of key findings and recommendations for management review and internal dissemination. Copyright Clause: The Consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Individual Contractor shall request the prior written permission from ITC. Qualifications/special skillsAdvanced university degree in economics, social sciences, development studies, research and evaluation, or related fields. Postgraduate degree in evaluation of public policies and/or development programmes is an asset. โ€ข A minimum 7 years of progressively responsible experience in evaluation and results-based management, preferably in UN or international organizations. โ€ข A minimum of 3 years of demonstrated experience working in or for the UN system or comparable international organizations. โ€ข A minimum of 3 years of proven experience in evaluation or applied research and international cooperation project management advisory and technical support roles requiring sound judgement, autonomy, and interaction with project managers and senior stakeholders. โ€ข Familiarity with UN oversight, evaluation and audit bodies (JIU, OIOS, Board of Auditors, SWEO) standards and reporting models is an asset. โ€ข Familiarity with trade-related or private-sector development interventions is an asset.
