Background and The Opportunity

Yayasan Plan International Indonesia (Plan Indonesia) is a development and humanitarian organisation advancing childrenโ€™s rights and equality for girls. In response to the flash floods and landslides affecting Aceh, Sumatra Utara, and Sumatra Barat, Plan Indonesia is mobilising an integrated emergency response under the Sumatra HEAL response.

Logistics Officer is a technical position responsible for warehouses management, vehicles and office facilities. The main scope of this position is to ensure Logistic data such as asset, stock, fleet (fuel recording/vehicle repair) are well organized.

Maintain good coordination with third parties, Manage office and its facilities. This position is expected to synergize with the team both at CO and PIA in updating the logistics data and in conducting analysis. This position will prepare monthly logistics data that can be used for asset verification, stock tracking and vehicle use.

Key Responsibility :

Warehouse Management

Liaison with Logistics Coordinator for warehouse management for day-to-day operations Coordination with Logistics Coordinator for warehouse activities Compilation warehouse report & annually warehouse physically check Monitoring & updating warehouse rent & performance, Coordination with procurement for incoming goods Manage stock movement and shipping to the response area Leading the process of disposal, replenishment, packing & unpacking Update NFI price list to the Finance Department for depreciation

Asset Management

Performing administrative management & documentation of new assets, asset transfer, disposal & repair Ensuring that throughout the life cycle, the assets are capitalized, maintained, used, and appropriately disposed. Conduct periodic inspections of assets in the field

Office management

Manage and ensure the function and adequacy of office facilities as needed. Settle the payments/top-ups/purchase of office utilities (electricity credit, internet, drinking water, UPL levy, etc.) Manage and ensure the availability of office supplies as needed Record/inventory office supplies such as stationery, kitchen, and cleaning materials

Transportation and Accommodation Management

Ensuring all vehicles are always compliant with tax obligations and ensure, escalate any potential fleet risks. Ensure all vehicles use stickers according to YPII values, such as \"Prohibited Weapons\" and local safety and communication guidelines. Ensure that all vehicles in all YPII site areas are maintained and serviced on time according to the operating manual and needs. Ensure all fleet movements are planned and optimized. Monitored and documented all fleet costs. Ensuring all documents and emergency equipment are carried on every trip. Prepare hotel/accommodation booking for YPII staff Prepare for airport pick up transportation

Organization Legal Documents & Filling.

Record and filing lease agreement, office building insurance, third party contract (general services, security guards, office equipment rental and maintenance) Arrange visa application for staff and prepare invitation letter for visitors including support documents (if needed)

Purchasing/Procurement Management.

Ensure that procurement systems and procedures are utilized effectively in the delivery of procurement services. Under the Logistics Coordinator's supervision, oversee open and closed tender procedures, perform bid analysis with the Tender Committee, and ensure that minutes are correctly filed. Execute the procurement process as requested by projects, ensuring the completeness of procurement documents and a fair evaluation of the selection process. Implement an internal control system to ensure that Purchase Orders (POs) are accurately prepared and dispatched. Take timely corrective actions on POs with budget check errors and other issues. Maintain and update the supplier database to adequately support the needs of the Emergency Response Project Prepare Request for Quotation, Request for Proposal, tender documents, and invitations, and submit them for review to the Logistics Coordinator Prepare a procurement checklist. Implement procurement procedures, safeguarding protocols, and the non-staff code of conduct policy for all vendors to ensure compliance and ethical standards. Register new suppliers in the system and ensure the completion of all required documentation for compliance and record-keeping Conduct regular market surveys to identify and pre-qualify potential suppliers, ensuring optimal value through effective sourcing of goods and services. This process will be carried out under supervision from the Logistics Coordinator. Maintain and update the vendor list every month to ensure accuracy and efficiency. Share monthly project purchase tracking reports with requesters and budget holders using the purchase order (PO) variance format compared to goods receipt notes (GRN) and payments.

Requirements for The Role:

Important

Bachelor's degree in accounting, economic management, business administration, logistics, data management or any relevant field. At least 2 years of experience in logistics in private company or organizations/NGOs Knowledge of data management using various platforms. Demonstrated Knowledge and track record in logistics management. Good oral and written English communication skills. Experience in asset and vehicle management In-depth understanding of logistics management regulations Good quality of analytical skills and able to provide good technical advice. Have initiative and be proactive in performing her/his functions Can work together in a team or individually
