Result of ServiceUNRWA seeks to appoint a Consultant equivalent to the P3 level for 12 months to undertake the above-mentioned review of Agency governance, regulatory frameworks and corporate policies. The review will focus on seven key functions: โข Human resources: recruitment, staff awareness and training, performance management etc.; โข Procurement; โข Facilities management; โข Travel; โข Fleet: selection, operation, maintenance and utilization of UNRWAโs vehicles; โข Finance; and โข Oversight. The review process will culminate in the issuance of detailed, practical, low cost / cost neutral โhow toโ recommendations and guidance leading to the revision of the Agency processes, in support of enhanced environmental sustainability in each of the above functions . These recommendations will define the UNRWA organizational units that should be involved, the procedures and methodologies used, and the reasons for chosen improvement options and solutions, with a focus on accountability. The analysis should also stimulate reflection and learning among all those engaged in these processes. To the extent feasible in the allocated timeframe, the consultant will work with divisions and departments at UNRWA headquarters, and with Agency field office teams, to co-create revised Agency processes and agree timeframes for their adoption and entry into force. Recommendations on staff training that would facilitate the successful application of revised Agency processes will be shared with the Learning and Development Consultant (Environmental Sustainability), who will undertake concurrent activities to establish an awareness raising and training programme on environmental sustainability, energy efficiency and climate action, also under the UNRWA-SMART Project. UNRWAโs increased in-house capacity will be measured by the level of acceptance of recommendations from the review. Work LocationUNRWA-HQA Expected duration12 months Duties and ResponsibilitiesThe Consultant will review UNRWAโs existing processes and assess their alignment with the objectives, indicators and standards outlined in UN System strategies and guidance, and with selected international standards for energy efficiency, environmental management and climate action that have been adopted by UN entities, including but not limited to the Greenhouse Gas Protocol (GHG Protocol), ISO standards (14001, 14064, 50001, and 52000), and the Science Based Targets Initiative (SBTi). Specific Outputs/Tasks include but are not limited to: โข Prepare an outline detailing the: (i) strategies, standards, best practices and indicators against which UNRWAโs documentation shall be benchmarked; (ii) Agency processes and documents to be reviewed; and (iii) methodology to be employed; (iv) project timeframes; and (v) an engagement strategy for key informants in the functional areas listed above and corresponding colleagues in UNRWA field offices and areas of operations. โข Undertake the preliminary review of Agency processes and process documentation and standards, producing a gap analysis that documents existing integration of environmental considerations, and identifies policies, guidance and reporting elements that the Agency should work towards. โข In consultation with key informants, and taking into consideration their operating contexts and specific challenges, develop recommendations for the integration of environmental considerations into the seven specified functions, including: o quick wins to strengthen or update Agency processes and associated documentation; and o longer term and more ambitious changes aligned with UN and other best practices, such as Science Based Targets, Net-Zero, Circular Economy and Zero Waste. โข Produce an interim report for each of the seven specified functions, that outlines; o an achievable programme of work in which targeted changes to the Agency processes will be developed and integrated into the relevant documentation during the consultancy; and o A longer-term programme of work to inform future activities, including consideration of capacity assessments, a change management strategy to support the rollout of new or updated processes, and a resourcing plan (i.e., personnel, knowledge or support structures) to operationalize and sustain process improvements. โข Work with key stakeholders to develop and test proposed changes to the selected Agency processes, securing internal approvals as required. โข Share relevant observations and recommendations on staff training with environmental sustainability colleagues, including the Learning and Development Consultant (Environmental Sustainability), who will undertake concurrent activities, also under the UNRWA-SMART Project. โข Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, statistics and reports, as required. โข Prepare a comprehensive close-out report, including a preliminary assessment of uptake of recommendations by the Agency, and detailing any areas requiring further development that the Agency should consider beyond the term of the consultancy, as outlined above. โข Perform other relevant duties as may be assigned by the supervisor. Qualifications/special skillsโข Advanced university degree (Master or equivalent) from an accredited educational institution in environmental studies, business administration, public administration, or a related discipline. An initial degree (bachelor or equivalent) plus two additional years of experience may be accepted in lieu of a post-graduate degree. โข At least five years of progressively responsible relevant experience in environmental sustainability management, either in a consultancy setting or within a large international company or organization, of which at least two yearsโ international relevant experience outside of the candidateโs home country, a country of which the candidate has citizenship, or a country in which the candidates maintain permanent residence. โข Proven experience undertaking environmental reviews in the identified key areas and developing process reforms. โข Experience in operationalizing relevant entity-wide guidance within large international organizations and diverse operating contexts. โข Sound knowledge of environmental management systems and sustainability concepts / strategies, including climate change, energy efficiency, natural resource management, circular economy, pollution prevention, waste minimization, sustainable procurement and environmental reporting frameworks is required. โข Formal training in ISO 14001 is desirable. โข Strong familiarity with United Nations environmental sustainability frameworks and associated international standards is highly desirable. โข Excellent research, analytical and drafting skills, with the ability to communicate complex sustainability issues clearly and persuasively to diverse stakeholders, including senior management. LanguagesFluency in written and spoken English is required. Working knowledge of Arabic is desirable. Additional InformationThe Environmental Sustainability Consultant will be employed full-time for an initial period of 12 months. The duty station for this position will be UNRWA Headquarters in Amman, Jordan. Remuneration will follow the UN international salary scale, with a P3-level salary of US$ 6,647 per month, which is US$ 79,764 per year (all-inclusive).
