Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

Main Purpose

Reporting to the Emergency Preparedness Coordinator, the Emergency Preparedness Officer contributes to the development of safety standards, technical guidance and tools to help Member States in developing their arrangements to prepare for and respond to nuclear and radiological safety and security related incidents and emergencies; provides advice, designs and implements capacity building activities and partnerships in support of Member States; and participates in peer review missions aimed at providing appraisal of emergency preparedness and response (EPR) arrangements of the host country against IAEA Safety Standards in EPR.

Role

The Emergency Preparedness Officer is (1) a technical specialist developing or providing input into the development of Safety Standards, technical guidance and tools related to preparedness for and response to nuclear and radiological safety and security related incidents and emergencies, with specific focus on radiological safety and security related incidents and emergencies; (2) an expert, providing support and advice to activities aimed at building capacity of responders to respond to radiological safety and security related incidents and emergencies within the unified command and control system; (3) a lead trainer, designing and conducting training events and improving delivery and effectiveness of these activities by using up-to-date techniques, consistent training materials and best practices.

Functions / Key Results Expected

Develop Safety Standards, technical guidance and tools on EPR to provide adequate reference to Member States for development, and continuous improvement of robust arrangements for preparedness for and response to nuclear and radiological safety and security related incidents and emergencies.
Develop technical content and implement activities aimed at building capacity of responders to respond to radiological safety and security related incidents and emergencies within the unified command and control system.
Provide technical advice and input into safety standards and technical guidance on preparedness for and response to radiological safety and security related incidents and emergencies, and develop related safety standards and technical guidance, as appropriate.
Develop training materials and associated pedagogical tools, and design and implement training activities to assist Member States in implementing the Safety Standards, technical guidance and tools for preparedness for and response to nuclear and radiological safety and security related incidents and emergencies.
Coordinate implementation of peer review and advisory missions related to preparedness and response to nuclear and radiological safety and security related incidents and emergencies, develop guidelines and training materials for external experts participating in these missions and conduct necessary training.
Provide support and relevant expertise to the IAEA's IES and participate in response activities, training and exercises within IES.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in science, nuclear engineering, emergency management, or related field with two years of additional relevant experience may be considered in lieu of advanced university degree.

Master's Degree - Advanced University degree in science, nuclear engineering, emergency management or other related field.

Minimum of 7 years of experience in Emergency preparedness and response (EPR) to nuclear or radiological emergencies or in radiation protection in general, of which three years of experience in development of Safety Standards, technical guidelines and tools in the area of emergency preparedness and response to nuclear and radiological incidents and emergencies at the national and international levels and implementation of capacity building activities.

Experience with the input of technical advice and input into IAEA safety standards, guides and tools and/or providing high level technical guidance on EPR to radiological safety and security related incidents and emergencies is an asset.ย 

Experience in developing technical content and implement activities aimed at building capacity of EPR respond to radiological safety and security related incidents and emergencies within the unified command and control system is an asset.

Experience in designing, developing, coordinating and delivering training activities of EPR to nuclear and radiological incidents and emergencies at the national and international levels is an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84672 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 33869*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.       Appointment information

      • Appointment is subject to a satisfactory medical report.
      • Staff members may be assigned to any location.
      • Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
      • The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for shorter duration than indicated above.
