Work LocationAleppo City Expected durationOne month Duties and ResponsibilitiesBackground The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. Since 2014, UN-Habitat has been working closely with the Syrian local governments and communities to address the implications of the crisis. Support to the General Directorate of Cadastral Affairs and its provincial branches to provide suitable HLP services to the affected individuals and communities have become a key UN-Habitat objective. The cadastral authority is responsible for keeping the land registration system and providing easy access to relevant services. As of 2017, UN-Habitat Syria Programme has started supporting the efforts to rehabilitate the damaged cadastral offices and create digital archives of the cadastral contracts in affected cities where the land sheets were lost or destroyed. In this respect, cadastral service centers and cadastral documentation warehouses and data archiving centers were established in several Syrian cities. Aleppo City has been one of those affected cities which has significantly damaged records. Accordingly, UN-Habitat under the UN Joint Programme (UNJP 2.0) supports the digital archiving roadmap by targeting the tenth cadastral area (Qadi Askar) toward the key objective of cadastral record restoration. Objectives Within the general objective of improving the security of tenure of affected communities in Syria, UN-Habitat under UNJP 2.0 seeks to expand the solar energy system installed in Aleppo Cadastral Archiving Center to cope with the coming extension of the archiving system in the center. This requires a technical study to identify energy consumption needs, specify the hardware quantities and technical specs needed for the existing system and outline the commissioning works to ensure the old system and new components operate seamlessly together capacity. Reporting Line The National Officer will work under the direct supervision of the UN-Habitat’s Housing and Cadastral Officer. Duties and Responsibilities Under this assignment, a comprehensive package of technical documentation will be developed for the work of expanding the solar power system installed in the Cadastral Archiving Center in Aleppo City. The documentation consists of technical specifications, a book of conditions, a bill of quantities and cost estimation. The National Officer is required to: • Analyze the installed solar power system and the current and future power consumption in the context of the operational conditions in the Center. • Estimate the expansion power capacity needs. • Develop a detailed book of conditions describing the general characteristics of the power system and its components, description of technical works to ensure full integration of the added-on and the original systems, safety measures for workers and other individuals present in the site and all other aspects the future contractor needs to know and understand well and without ambiguity for successful implementation including any special recommendations and/or instructions related to installation, integration and programming. • Develop detailed technical specifications for each of the components of the added-on system (solar panels, inverters, batteries, etc), the accessories needed for integration and all other required items. • Develop a detailed bill of quantities of the added-on system’s components, including accessories and installation works, with cost estimates for each item. • Develop implementation and other technical drawings as necessary. • A cost estimates of the new system, including the cost of items and implementation cost based on a realistic market survey on the prices to have a clear estimation of prices for the implementation phase. The documentation developed under this in full adherence to the Syrian standards, where applicable. To achieve the required results, the National Officer is expected to arrange for several site visits to carry out the necessary surveys and measurements and form a comprehensive understanding of the required works. Aleppo Directorate of Cadastral Affairs will facilitate these site visits and provide the necessary assistance requested by the National Officer. Qualifications/special skillsA Master’s degree or Equivalent in electrical engineering is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of two years of experience in the field of renewable energy systems, including design and implementation for first level university degree holder is required. No work experience is required for candidates who hold a Master’s degree or equivalent in electrical engineering. LanguagesFluency in both oral and written Arabic is required.
