Org. Setting and ReportingThese positions are located in the United Nations Secretariat including, Peacekeeping Operations, Special Political Missions, or electoral projects of the United Nations Agencies, Funds, and Programs (AFP). The Electoral Officer serves as a member of an electoral assistance team, usually in an advisory role to a national counterpart in her/his area of expertise but may, in exceptional instances, head a unit or field office. The Electoral Officer reports the Senior/Electoral Officer. In certain circumstances, the Electoral Officer role is closely integrated to the work and team of the UNDP Resident Representative/Country Director or UNOPS Country Director. ResponsibilitiesWithin delegated authority, the Electoral Officer will be responsible for the following duties: -Contribute to the implementation of the electoral programs and processes in one or more of the following areas, as required: legal drafting and reform, complaints and dispute resolution, planning and budgeting, electoral infrastructure development, operations including electoral operations, procurement, logistics, security, information and communications technology, data processing and analysis, procedures, training, external relations, public information, outreach and media relations, civic and voter education, graphic design, administrative support, support to media, political parties and civil society, gender mainstreaming, capacity-building, institutional reform and development as well as project support. -Provide project and programme management and support, including budget management and monitoring, and reporting of results to national counterparts, donors and UN bodies. -Provide, and, in exceptional cases, supervise the provision of, support, technical assistance and advice in the above areas as required. -Contribute to and monitor the capacity-building of national counterparts and strengthening of national institutions. -Supervise and manage the performance of national and, in some cases, international staff assigned to the area of responsibility, if required. -Monitor the impact of domestic and international norms and processes on female participation and provide inputs that formulate the advice to the Electoral Management Bodies on appropriate corrective measures reviewing professional inputs and amending the projects or results as needed. -Maintain professional and productive partnerships with national counterparts and other key stakeholders in the electoral process. -Contribute to compiling and provide regular briefings and reports in the assigned area of responsibility in close collaboration with other relevant partners. -Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. -Perform other related duties as required. EducationAdvanced university degree (Master's degree or equivalent) degree in Political Science, International Relations, Law, Public Administration, or related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree. Job - Specific QualificationNot available. Work ExperienceMinimum of five (5) years of progressively responsible experience in elections and related areas is required. Experience in implementing, supporting or advising on electoral processes is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
